"The establishment of the Hunan Provincial Heavy Metal Pollution Prevention and Control Center is conducive to promoting the solution of the problem of heavy metal pollution in the province, accelerating the repayment of the historical arrears of environmental protection in our province, continuously improving the quality of the ecological environment, preventing and resolving the environmental risks of heavy metal pollution, and ensuring the safety of the ecological environment."

On January 18, Deng Lijia, member of the Provincial Committee of the Chinese People's Political Consultative Conference, secretary of the party group and director of the Provincial Department of Ecology and Environment, submitted the "Proposal on the Establishment of Hunan Provincial Heavy Metal Pollution Prevention and Control Center" to the conference.

"Affected by factors such as long pollution time, many remaining problems, weak prevention and control technology, and low professional level, the current situation of heavy metal pollution prevention and control in our province is still grim." Deng Lijia introduced that there are three reasons for submitting this proposal: First, the central and Hunan Provincial Party Committees attach great importance to the control of heavy metal pollution in our province. Second, as the hometown of non-ferrous metals, our province has a long history of heavy metal industries such as non-ferrous metal mining and dressing, non-ferrous metal smelting, etc., and there are many heavy metal pollution problems accumulated and left over from history. Third, the treatment of heavy metal pollution is very difficult and professional, and there are still some technical bottlenecks to be broken.

In April last year, the Ministry of Ecology and Environment and the Provincial People's Government signed the "Cooperation Framework Agreement on Strengthening support for Promoting High-quality Economic Development with High-level Protection of the Ecological Environment", which clarifies that the ministry and the province will jointly build a national-level heavy metal pollution prevention and control center, and the provincial people's government will formulate a construction plan and include it in the "14th Five-Year Plan" science and technology plan. Deng Lijia said that the establishment of the Hunan Provincial Heavy Metal Pollution Prevention and Control Center needs to focus on three aspects of work. The first is to strengthen the construction of standards and management systems. The second is to strengthen scientific research. Adhere to the problem-oriented, focus on key core technologies, implement centralized technical research, and carry out research and development of key technologies, processes and equipment. The third is to strengthen the construction of the personnel team. Integrate the scientific research strength of relevant colleges and universities, scientific research institutions, enterprises and institutions, provide talent support for the construction of heavy metal pollution prevention and control centers, form advanced research and development capabilities, and build first-class research and development centers.
