Jing Ning decodes the "co-enrichment gene" in GEP

Looking at the map of Jingning She's Autonomous County, you can see the continuous green water and green mountains, which are its most obvious ecological imprints.

As one of the 26 counties in the mountainous region of Zhejiang, GEP (Gross Ecosystem Product) is becoming an important breakthrough for Jingning to narrow the gap with other parts of the province when fresh air and clear streams can also be "sold" for a large price.

Since Jingning Dajun Township released the country's first township-level GEP accounting report in 2019, Jingning has transformed the value of ecological resources into the core, vigorously innovated institutional mechanisms, and promoted "ecological economy" and "economic ecology":

On the one hand, relying on good ecological resources, we strive to transform the ecological product value contained in the green water and green mountains into a real "golden mountain and silver mountain"; on the other hand, with the beautiful green water and green mountains as the "stage", we skillfully use ecological levers to actively change and innovate, promote the transformation of GEP value into GDP in multiple ways, and find a new path for ecological prosperity and green development for the transformation of mountainous areas.

Promote the transformation efficiency and let the original ecology flow gold and silver

Jingning Dajun Township is the first township in China to issue a GEP accounting report. Shortly after the release of the report, an industrial chain of water projects arose in Dajun Township.

"DajunXiang has a rich water flow pattern, with 12 kinds of rapids, and is a natural water rescue training ground." Wu Mingbiao, the mayor of Dajun Township, pointed to the Dajun Creek Basin in front of him and told reporters that the water quality of Dajun Township has been maintained at Class I water all year round, and in the past two years, it has become the first choice for rescue team members from all over the world to train.

After discovering this advantage, Dajun developed water rescue training, and became the first rapid water rescue training base in the province, and built a water rescue science and education hall, becoming a designated cooperation base for many departments and institutions such as provinces and cities. In 2021, more than 60 batches of various types of water rescue training will be carried out, with more than 2,000 trainees trained, directly driving an increase of more than 10 million yuan. "From raw water to rich water, GEP accounting has played a role in accelerating the transformation." Wu Mingbiao said that the role of the GEP accounting report is to let people know where the ecological environment is good, and then reasonably and orderly transform it into economic value.

In line with the trend of green high-quality development, Dajun has set its sights on ecology and opened up the transformation channel from green water and green mountains to Jinshan Yinshan with higher efficiency.

Just last July, Dajun released the "Total Value of Ecological Products (GEP) Accounting Report of the Digital Boutique Research base", which accurately targeted the landing area of the boutique research and learning industry project on the basis of quantifying the green waters and green mountains in the whole township, and the total value of ecological products available for industrial development and comprehensive protection and development was 45.0339 million yuan. This is the first ecological product value accounting report released by the township for the landing area of specific industrial projects after the release of the ecological product value accounting report.

At the press conference, Dajun signed a cooperation agreement with the market research and learning operation enterprises according to the value of ecological products calculated by the research base, and agreed that the administrative village and village collective where the research base is located will "enter the shares" to provide ecological assets of ecological products, directly participate in the profit distribution of the research and learning operation, continuously promote the increase of the village collective economy, and drive the Shehan masses to achieve common prosperity.

On the same day, Dajunxiang released the first batch of "5+1" digital boutique research courses. Based on the unique local ecological endowments, ethnic characteristics and cultural tourism resources, these courses are based on the shehua museum, the national bookstore, the water platform of Shuiqiyuan, the Quandai Starry Sky UAV Research Base, the Fuye Digital Agricultural Tourism Experience Park and the Meihuawei Jungle Coffee Bar as the boutique points, and launch research products based on aesthetic education, sports, scientific practice education, traditional education and parent-child family education psychology.

Not only Dajun, but also for other townships in Jingning, this development idea has practical guiding significance. "The resources of townships are limited, and the transformation channels that can be thought of are narrow, and GEP accounting can provide a broader perspective for the development of townships." Jingnan Township within the territory of the river, ancient villages, distant mountains such as Dai, picturesque scenery, relying on good natural ecological resource endowments, the township vigorously develop ecological industries, the formation of alpine vegetables, moso bamboo, farmhouse homestays and other 3 leading industries, the annual output value of nearly 100 million yuan; Dayi Township to play the advantages of alpine climate, vigorously promote the development of alpine cold water zibai industry, built more than 5,000 acres of zibai base, "can eat raw zibai" brand image deeply rooted in the hearts of the people, the average output value of more than 8,000 yuan per mu, the total output value of nearly 50 million yuan Chengzhao Township focuses on building Huiming Tea Township and promoting the organic transformation of tea gardens, with a tea garden area of 20,800 mu, a tea industry output value of 100 million yuan, and a per capita tea industry income of up to 12,600 yuan. Through continuous excavation of ecological advantages, the townships in Jingning County have continuously transformed green waters and green mountains into golden mountains and silver mountains.

Pass on ecological values and enlarge the characteristic industries of enriching the people

Green water and green mountains have a price to rely on. Then, for Jingning, what to do is how to use GEP to further develop a path of development, which is also a mandatory question for Jingning to move towards common prosperity.

As one of the 26 counties in the mountainous area, the vast mountain resources conserve the mellow ecological background of Jingning, and once became the biggest restriction on the development of Jingning' leap. In Jingning, there are 110,000 mu of land resources above 600 meters above sea level, more than 1.5 million mu of mountain forest area, more than 90% of small farmers, and most of them are scattered in remote areas of high mountains above 600 meters above sea level.

More than 20 farmers planted grapes, kiwifruit, red heart plums, peaches and pears and other fruits through the circulation of land, and the fruit base area was more than 300 mu, creating a well-known "fruit ditch", and driving the rural tourism industry, becoming a "cornucopia" for villagers to increase income... A concerto of common prosperity is passionately interpreted and reverberates among the alpine countryside.

At the same time, in order to radiate ecological advantages to a wider range of places, Jingning also continues to vigorously promote the "flying cabinet" and "flying net" economy through the model of "vegetable base + acquisition outlets + agricultural product packaging + product distribution", so that Jingning's high-quality agricultural products can "fly" into the tables of surrounding counties and cities. According to the data, as of the end of last year, the sales volume of "Jingning 600" accumulated 2.395 billion yuan, with an average premium rate of more than 30%, which has become an important starting point for farmers in mountainous areas to get rid of poverty and get rich.

After completion, it will integrate the functions of sightseeing and vacation, leisure and entertainment, business conferences, cultural experiences, etc., and the project will be positioned as an international high-end tourist destination.

Not only that, in the past two years, Jingning has practiced the concept of "green water and green mountains are golden mountains and silver mountains", done a good job in the transformation of ecological values, and staged a "cultural tourism drama".

In Dayi Township, Taihe Group, which values the excellent ecological environment here, has launched in-depth cooperation with Dayi Township, which will take out all its public assets and hand them over to Taihe Group for market-oriented operation, and Taihe Group promises to have at least 10 signed artists to dayi every month to create, and the works created every quarter will hold a concert in Dayi. According to the person in charge of the Jingning Cultural and Tourism Bureau, relying on green water and green mountains, the county has now created 10 4A-class scenic towns and 101 A-class scenic villages, and the small county town of Jingning has been transformed into a "big scenic spot".

In the vast countryside, more than 500 star-rated farmhouses and homestays have long been upgraded from the 1.0 version of "eating in the farmhouse" to the 3.0 version of "the integration of landscape and culture". Liu Zhaokang, deputy director of the county agriculture and rural bureau, introduced that in 2021, the number of tourists received by the county's farmhouse homestays was about 1.811 million person-times, and the total operating income was as much as 112.927 million yuan. In addition, the "Baishanzu National Park" with the integrated development model of "national park + science education + cultural creativity + sports + ecological agriculture" is being created; a number of major tourism projects such as the Huiming Zen Tea Culture Industrial Park are accelerating construction; and a number of agricultural and tourism integration projects such as the white crane pickle economy and the Xiangyu base in Dongkeng Town are also being closely promoted.

There are both stars and moons, and it is conceivable that in the near future, on the ecological stage of Jingning in Shexiang, tourists are weaving, culture is flourishing, and good dramas are constantly singing.
