Recently, the Zhejiang Provincial Urban River Landscape Design Standard (DB33/T1247-2021, hereinafter referred to as the "Standard") has been officially promulgated by the Department of Housing and Urban-Rural Development of Zhejiang Province and will be implemented from May 1 this year.

According to the standard, a number of rivers can be "far-sighted" and "close-up"

The "Standard" is composed of 6 major evaluation indicators of revetment, green belt, slow travel system, hydrophilic facilities, landscape sketches, and supporting facilities, including 25 projects, standardizing the landscape design of urban rivers and meeting the growing demand of residents for hydrophilic water.

To let the masses share the fruits of water control is to speed up the realization of "returning water to the people." Taking the indicator of "hydrophilic facilities" as an example, the "Standard" clearly stipulates from the aspects of hydrophilic platforms, hydrophilic steps, and cruise ship terminals. The "Standard" requires that for urban river sections where the water level fluctuates less than 0.5m, a hydrophilic platform should be set up; hydrophilic facilities in contact with human beings should be set up in the river section with slow flow, shallow depth and good water quality, and safety protection facilities and warning signs should be set up. Led by the "Standard", in the future, Zhejiang will create more water platforms for urban residents and build a number of beautiful rivers that can be both "far-sighted" and "close-up".

From the "ecological river" and "beautiful river" to the "happy river" at the doorstep of the masses, it is also necessary to play a "three-dimensional" water control combination fist, and simultaneously realize "returning green to the people" and "returning the scenery to the people". The "Standard" stipulates in detail the design of green belts, landscape sketches and supporting facilities. For example, for the configuration of aquatic plants, the "Standard" requires that attention should be paid to color matching, focusing on the change of leaf color during spring germination and the combination of leaf color and flower color. For river seats, the Standard requires that the number of seats per 100 m² of land area should not be less than 20 seats, and the setting should be convenient for tourists.

The clean banks of the river should also become a place for citizens to rest

The "Standard" is co-edited by Hangzhou Canal Group Construction Management Co., Ltd., Hangzhou Urban River Construction Center and Shangcheng District Comprehensive Administrative Law Enforcement Bureau, aiming to transform and promote the experience and achievements of urban river management and explore a new model of "beautiful rivers and lakes" construction.

The water is babbling, the fish are shallow, the egrets are flying, the children are playing by the water, the old people are chatting on the shore... Dingqiao New Town Port No. 2, located in Shangcheng District, has become a good place for surrounding residents to relax and play. Gone are the scenes of "agricultural irrigation canals" where garbage was floating and water stenched. In Shangcheng District, there are also many rivers like Dingqiao New Town Port No. 2, which have experienced the butterfly change of water, scenery and shore "old appearance and new look". In the practice of "five water co-governance" that lasted for eight years, Shangcheng District continued to summarize and refine, and the "Urban River Landscape Design Standard" was born.

"The promulgation of the Standard is to overcome the tendency of 'governance for the sake of governance' in urban river governance, continuously deepen the openness and sharing of river and lake shoreline space, and truly provide more waterfront places for citizens to rest and recreation." Liu Kezhen, the main drafter of the "Standard", the chief of the water conservancy and water administration section of the Shangcheng District Comprehensive Administrative Law Enforcement Bureau, and a senior engineer, introduced it.

Guided by the "Standard", in 2021, when building a municipal "beautiful river and lake" harvest lake, Shangcheng District will make full use of the construction concept of intertwining water features and humanities, and create ecological landscapes such as "Water And Wind", "Children's Fun Paradise" and "Shandi Proud Moon" along the lake. Nowadays, Harvest Lake Park has become a popular punch card, wedding photography filming location, primary and secondary school research base, etc., with a total of more than 450,000 tourists, allowing citizens to enjoy the fun of being close to the water.
