As a member of the Provincial Committee of the Chinese People's Political Consultative Conference for two consecutive terms, Nie Zhuqing has been focusing on the issue of people's livelihood and has been drumming and shouting for the construction of safe travel for many years. In his view, a qualified CPPCC member should not only "take the pulse and diagnose it," but also be good at "prescribing a good prescription." "Open a good recipe" for urban fine management

Standardize urban road sign markings, strengthen the management of the platform for substitute drivers, and comprehensively manage shared bicycles... This year marks his 10th year as a member of the Provincial Committee of the Chinese People's Political Consultative Conference, and after collecting materials and repeated arguments, he submitted several proposals to the conference.

Nie Zhuqing believes that under the background of continuous promotion of fine urban management in various parts of Guangdong, the eyes of CPPCC members should also be "downward" focused. In 2018, at the first meeting of the 12th CPPCC Provincial Committee, Nie Zhuqing submitted a proposal to strengthen the management of online ride-hailing, suggesting that our province take the lead in introducing management measures and regulations for online ride-hailing, and unify and coordinate the safe, orderly and healthy development of online ride-hailing in cities across the province, including unified regulations on drivers' entry qualifications and strengthening the management of online ride-hailing platforms.

This proposal was commended by the Provincial CPPCC Provincial Committee for Outstanding Proposals in 2018. The Provincial Department of Transportation replied that it will establish and improve the relevant standard and normative system, strengthen the standardized management of online ride-hailing, strengthen the supervision of the whole process before and after the event, and ensure the safety and service quality. In April 2020, the department issued guidance on strengthening the management of online taxis, further standardizing market operation behavior, and promoting the healthy and stable development of the online ride-hailing industry.

Go deep into the front line to find the "real problem"

Why "keep an eye on" travel safety issues? Nie Zhuqing said that travel safety is related to thousands of households, is closely related to the public interest, and is also an important connotation of urban management refinement and urban governance modernization. In his view, suggestions and suggestions should be said to the point, to grasp a topic to dig deeply, to find the real pain points.

In 2017, Nie Zhuqing and other members visited the Shenzhen traffic police department to brainstorm on the standardized management of shared bicycles. At that time, the emergence of shared bicycles brought about problems such as arbitrary parking by users and disorderly delivery of enterprises. "At that time, I proposed to use technical means to assist management, install positioning electronic locks on shared bicycles, and install smart electronic parking signs at parking locations. Once the user is parked in the no-park area, they can be reminded to park the car in the designated area. He said.

Around the issue of bus driver safety and security, Nie Zhuqing has also visited the front line many times. During the visit, he learned that a large part of the safety hazards of the current buses stem from the interference and destruction of the normal driving of the driver by uncivilized passengers. At the second meeting of the 12th CPPCC Provincial Committee held in 2019, Nie Zhuqing submitted a proposal on strengthening the safety and security of bus drivers.

"The suggestions put forward in the proposal are of great reference significance for strengthening the safety management of bus driving in our province." In its reply, the Provincial Department of Transportation said that it will work with the relevant departments of the province to further strengthen the safety guarantee for bus drivers by focusing on promoting the transformation of protective isolation facilities in bus driving areas, improving the emergency disposal mechanism for buses, and establishing and improving compensation and incentive mechanisms.

"How can CPPCC members discover the 'real problem'? How can I come up with a good idea? My idea is that more in-depth front-line visits and more listening to the voices of all parties can make the proposals put forward a 'fixed number', reflect the real problems, and truly convey social conditions and public opinions. Nie Zhuqing said.

Focus on the development of the Greater Bay Area "in-depth research"

In recent years, Nie Zhuqing has extended his vision from safe travel to promoting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area. He submitted a proposal on the implementation of the Shenzhen-Zhuhai high-speed rail plan as soon as possible, urged the relevant national and provincial units to adjust the "Guangdong-Hong Kong-Macao Greater Bay Area Intercity Railway Construction Plan", upgraded the Shenzhen-Zhuhai intercity railway to the function of high-speed rail lines, and adjusted to the recent construction of lines to accelerate the implementation.

Last year, at the Fourth Session of the 12th CPPCC Provincial Committee, he put forward relevant proposals to optimize and strengthen the central axis of cities on the east coast of the Guangdong-Hong Kong-Macao Greater Bay Area. "Once this central axis is established, it will surely provide a new theme for the development of cities on the east coast of the Greater Bay Area, promote the expansion of Futian-Longhua, the urban development axis of central Shenzhen, to the south and north, extending to Dongguan and Hong Kong, and expanding the hinterland of urban development." In the proposal, Nie Zhuqing looks forward to promoting the overall planning and construction of the central axis cities on the east bank of the Guangdong-Hong Kong-Macao Greater Bay Area at the provincial and municipal levels, and jointly supporting the "backbone" of the development of the main axis on the east coast of the Greater Bay Area. Combined with the new materials mastered in the survey since the first half of last year, Nie Zhuqing will continue to make suggestions on the high-quality development of the central axis on the east coast of the Greater Bay Area at this year's provincial two sessions.
