To beat the snake seven inches and completely eradicate the "evil" of the "village bully", we must first pull out its "roots". The reason why some rural criminal and evil forces are unscrupulous and fearless is often because "there are people above them." These party-member cadres or public officials who hide behind the "village tyrants" and act as "protective umbrellas" either directly organize and participate in criminal syndicate and evil activities, or collude with the "village tyrants" and collude with them, using public power as a tool for seeking personal gain, causing the criminal and evil forces to become serious and even resurgent.
