The "Opinions" proposes to deeply adjust the industrial structure and resolutely curb the blind development of high-energy-consuming and high-emission ("two high") projects.

Resolutely curbing the "two supremes" has become an important part of the overall deployment of China's carbon peak and carbon neutrality work. It is of great significance in three aspects for the long-term promotion of China's carbon reduction industry. First, it is conducive to curbing unreasonable energy demand and preventing the consumption of energy resources too quickly, so as to effectively ensure energy security and promote the low-carbon transformation of energy; second, it is conducive to reducing environmental pollution and carbon dioxide emissions from the source, and promoting the synergy of pollution reduction and carbon reduction; third, it is conducive to upgrading the level of industrial development, promoting the green transformation of industry, and guiding the industrial structure to green, low-carbon, clean and efficient development.

Complete, accurate and comprehensive implementation of the new development concept, carbon peaking and carbon neutrality of the "1 + N" policy system will continue to improve, key areas of action plans and related safeguard measures will also be released, these institutional measures will further accelerate the "two high" industry upgrading and low-carbon transformation, to help the "double carbon" cause to advance in depth.
