Counties in poor areas have basically achieved secondary and above highway coverage.

In addition, as of the end of August this year, more than 668,000 rural road-related jobs have been set up nationwide, of which more than 270,000 are public welfare jobs, and more than 370,000 poor households have been absorbed.

In 2019, the participation rate of the poor population was stable at more than 99.9%.

In April this year, the National Health Commission, the National Medical Insurance Bureau and other four departments jointly issued the "Notice on Further Expanding the Scope of Special Treatment for Serious Diseases of the Rural Poor", which clearly included bladder cancer, ovarian cancer, kidney cancer, severe mental illness and rheumatic heart disease into the special treatment scope of major diseases of the rural poor.

So far, the number of special treatment diseases for serious diseases of the rural poor has been expanded to 30.

In terms of medical expense reimbursement, as of 2019, the proportion of inpatient medical expenses for serious illnesses and serious illnesses of the rural poor has reached about 90%.

Through classified policies and multiple measures, at present, China's compulsory education stage dropouts have basically achieved full return, student financial assistance has basically achieved full coverage, and compulsory education schools have basically achieved the requirements for school running conditions proposed by the Ministry of Education. In 2019, the national net enrolment rate in primary schools reached 99.94% and the gross enrolment rate in junior high schools reached 102.6%.

At present, 99.8% of the compulsory education schools in the country have met the requirements of "20 bottom lines", and 95.3% of counties have achieved basic balance in compulsory education.

The key to improving the quality of compulsory education is the teacher. In the past five years, 428,000 teachers of the "Special Gang Plan" have injected fresh strength into rural education, and the rural teacher living subsidy policy has benefited about 1.3 million teachers in more than 80,000 rural schools in the central and western regions, and the overall quality of rural teachers has improved.

In addition, in the past five years, about 390 million students from various families with economic difficulties have been funded, the nutrition improvement plan for rural compulsory education students has benefited 40 million rural students, 85% of the children of migrants in the compulsory education stage are enrolled in public schools or enjoy government degree purchase services, the enrollment rate of children and adolescents with disabilities has reached 93%, and the special plan for recruiting students from rural and poor areas in key colleges and universities has enrolled nearly 520,000 people, and the right to education of groups in difficulty has been better guaranteed.
