The Emergency Plan is divided into seven parts: general provisions, organizational system and responsibilities, monitoring and early warning, emergency response, post-disposal, emergency support and by-laws.
China Jilin Network noted that the "Emergency Plan" is applicable to the response to frozen disasters and their secondary and derivative emergencies that occur within the scope of our province, as well as the response to frozen disasters that occur outside our province and cause or may have an impact on our province. "Freezing disasters" as used in this plan refers to the phenomenon of large-scale icing of lines and infrastructure caused by extreme weather such as freezing rain, sleet or low temperatures after rainfall, resulting in large-scale interruptions in transportation, electricity, water supply, gas, heating, communications, etc., as well as infrastructure damage, including secondary and derivative disasters. Moreover, the Emergency Plan explains the grading criteria for frozen disasters.
