The second is to promote the healthy development of professional leagues and clubs, promote the establishment of the China Professional Football Club Federation with independent community legal personality, actively promote the completion of the reform of professional club equity diversification, optimize industrial policies and market income distribution mechanisms, and strive to achieve a basic balance between the income and expenditure of professional clubs in a relatively short period of time.

The third is to vigorously promote the development of youth football and the cultivation of professional talents, work together with the General Administration of Sport and the Ministry of Education to grasp the development of youth football, formulate a national youth football development plan, and further open up the road of integration of sports and education.
