It snows every winter in Oslo, so if you want a white Christmas, then the city is definitely a good choice. There are also many ski resorts nearby, giving you plenty of opportunities to play around the cold white stuff.

St. Petersburg, Russia
You have to be very brave to visit Russia in their winter. However, if you can cope with the cold, then no matter how you visit St. Petersburg, you are sure to get a white Christmas guarantee. But snow isn't all the city has to offer, and there's also the amazing Hermitage to visit, a must-see for Russian culture. If you really have a cold, drink vodka like a Russian.
Tallinn- Estonia
Tallinn is the capital of Estonia and hardly thought about going on vacation, but if you want to go to a special place for Christmas, consider this quaint city. Many of the city's streets are still cobbled and when combined with historic castles and well-maintained old buildings, it's like stepping back in time. Cover it with a layer of snow and you'll have a magical white Christmas.
Chicago-Illinois
Chicago is a great place to spend Christmas, but the chance of snow at Christmas is only 50 percent. If there are no snowflakes falling, you can still visit the open public skating and still have a great experience.
Prague-Czech Republic
Prague is a great place to visit and has grown to become one of the most popular tourist destinations in Europe. While it's the least likely city on our list to snow at Christmas, it's still more likely to snow than most other places.
