The difficulty of finding piles and charging electric vehicles has always been the focus of attention of the deputies and members of the two sessions. Recently, the Beijing Municipal Urban Management Committee drafted the "Opinions on Strengthening the Construction and Management of Electric Vehicle Charging Facilities in Residential Areas", which mentioned that it is necessary to encourage the sharing and utilization of self-use charging piles, which seems to provide a solution to this problem.
The reporter's investigation found that the shared charging model has now appeared in some communities, which can not only allow the pile owner to obtain benefits, but also alleviate the charging anxiety of the car owner. However, at the same time, it is difficult to claim the damage of the charging pile, and the inconvenience of using the App platform also limits the development of the shared charging mode and needs to be solved through follow-up measures.
Owner: Plug in the charging gun The stone in my heart fell to the ground
At 12:30 noon, Zhao Gang took advantage of the lunch break to drive back to his community from the unit. He had made an appointment with Mr. Shi, a neighbor in the same community, to rent each other's charging piles at this time. Driving the car to Mr. Shi's parking space, charging the gun into the car, the stone in Zhao Gang's heart finally fell to the ground.

Mr. Shi's shared self-use charging pile is often borrowed by other car owners to charge
Mr. Shi's charging pile is the only "shared self-use charging pile" in the community, and many electric vehicle owners in this community and nearby communities are regular customers of this charging pile. Sometimes at the end of the day, when the charging pile is not idle, one person will be connected after charging another person.
"This pile really helped a lot." Zhao Gang said that his electric car was just bought some time ago, and the indicators were queued for a long time, and this opportunity must not be wasted. But where to charge after buying the car, he did not think about it. At present, the community can not build new charging piles, and the nearby public charging stations are either often full, or they have to charge high parking fees, which is really a bit "unbearable".
A month ago, when Zhao Gang used the mobile phone App to search for nearby charging piles, he accidentally found that there was a private charging pile in the community that could be shared with others to charge, which contacted Mr. Shi, the owner of the pile. The charge of 1 yuan per kWh of electricity is much cheaper than that of public charging stations, because it is the same community, and there is no need to charge additional parking fees. In order to facilitate contact, Zhao Gang joined a WeChat group built by Mr. Shi, and when he entered the group, he saw that there were already more than 40 people, most of whom were neighbors in the community, and there were also residents of the nearby community. The owners of the group are more similar, without their own charging piles, it is more difficult to find public piles. Mr. Shi's shared self-use charging pile has greatly alleviated everyone's charging anxiety.
Mr. Shi often has to help the owners of the group coordinate charging time
Zhao Gang's charging period today is from 12:30 noon to 6:00 pm, because he does not drive much long distances, and after this charge, it is about enough for four or five days. "There are people in the group who drive diligently, and now the weather is cold, and they have to be recharged in a day or two." Because there are too many vehicles to charge, Zhao Gang and others have to report to Mr. Shi in advance, and sometimes even have to queue for two or three days to queue, "It is really not urgent to use, or have to go to the nearby fast charging station." If I could get on the line, I would definitely charge it at Mr. Shi. ”
Pile owner: Heavy responsibility on the shoulders More than 40 people rely on one person to coordinate
Mr. Shi's experience of sharing charging piles has to start from four years ago. At that time, he had to drive out to work during the day, and some neighbors saw that the charging pile was vacant, so they came to ask if they could borrow the pile to charge when Mr. Shi was out.
"I'm also an electric car owner, and I know how difficult it is to find a charging pile, and it's good to be able to help others." In this way, Mr. Shi made an appointment with the neighbor, and the neighbor could use the charging pile to take a photo of how much electricity was used each time, and pay the usage fee according to 1 yuan per kilowatt hour.
Later, Mr. Shi retired from work, because he no longer needed to drive to commute, he lent the car to his relatives to drive, and his charging space was vacant for a long time. In order to help more car owners who find piles difficult, Mr. Shi also published his charging pile sharing information on a mobile phone App. In order to make everyone charge faster, Mr. Shi also replaced the original 3.3KW charging pile with a 7KW pile.
After the release of shared information, more car owners came to find Mr. Shi to charge. In order to better coordinate the charging time, Mr. Shi set up a WeChat group and pulled the owners in. The number of WeChat groups has changed from the earliest dozen to more than 40 now, and Mr. Shi deeply feels that the responsibility on his shoulders is getting heavier and heavier.
"There are several car owners who are now my friends. The car keys were given to me, and I helped move the car during the day when he couldn't move the car at work. "More than 40 people, Mr. Shi is really not easy to coordinate. However, because most of the owners live in the same neighborhood, they are also more polite and humble to each other. "Sometimes it was originally decided who to charge, but the other person had to run a long distance temporarily, the battery was not enough, the group said, I can also help arrange, others can understand." 」
In order to improve the charging efficiency, Mr. Shi also specifically instructed other car owners that it is best to change shifts at 10 or 11 pm. "Some cars are charged at five or six o'clock in the evening, and it takes about four or five hours to charge." If you let this car stay overnight, a little waste of resources, change a car to charge in the morning, can solve one more person's problem. ”
Problem: The pile owner has concerns that the app is not convenient to use
Since the beginning of sharing, the use fee of Mr. Shi's charging pile has not changed, and it has always been 1 yuan per kilowatt hour. Recently, the weather is relatively cold, and Mr. Shi can receive about 2,000 yuan in usage fees from the owner of the car a month. Remove your own electricity and parking costs, and you can have a net income of about seven or eight hundred yuan.
Can earn seven or eight hundred yuan more per month, it seems good? But Mr. Shi himself has difficulties. "In addition to me, there were three people in our community who shared their own charging piles before, but now I am the only one left." Speaking of the reason, it is mainly the damage problem of the charging pile.
"After some car owners finish charging, it may be that the method of pulling the gun is not right, and the motherboard of the charging pile is burned." In more than a year, Mr. Shi's charging pile has encountered three times the motherboard has been burned out. Because it is still in the warranty period, Mr. Shi can find a manufacturer to repair for free every time, and the three neighbors who were no longer shared before are because they have passed the warranty period and found that the money earned is not worth the money for repair, so they no longer share. As for whether his charging pile will continue to share after the warranty period expires, Mr. Shi did not think well, and could only "see when the time comes".
At present, there are two main App platforms on the market that can search for the sharing information of self-use charging piles, namely "Youyi Charging" and "Star Charging", and the sharing information of Mr. Shi's charging pile is published on the Youyi Charging App. For the problem of how to claim compensation for the damage of the pile owner charging pile, the reporter consulted two platforms, and the customer service said that if the charging pile of the pile owner is damaged, the platform cannot help the pile owner to claim from the charging car owner, and the pile owner can only negotiate with the owner on his own.
Pile owners have concerns, and car owners who want to use the App to rent charging piles are not so comfortable. Youyi charging App does not provide advance reservation function, such as not being able to book in the morning which time to charge in the evening, which makes the owner of Mr. Shi's group often have to dock in real time in the group when changing shifts, and even meet on the spot, one person pulls out the charging gun and another person rushes to make an appointment to ensure that the charging pile is not asked by others.
The shared self-use charging pile of Youyi Charging cannot be booked in advance, and must be preempted when the charging pile is idle
The problem with Star Charging is that the audit is not timely and the information is inaccurate. The reporter tried to book 5 private shared charging piles from the star charging App, of which 3 were, and the pile owner did not click on the review after the appointment, and finally failed to charge. There are also 2 appointment-free charging piles, one of the reporters called the pile owner, the other party said that the information was sent wrong, charging pile is not shared with the outside world. There is also another one that only shows the approximate orientation, and the reporter spent half a day constantly comparing the schematic map on the platform and the actual surrounding environment to find the specific location of the charging pile. Only then did I see that the parking space had been occupied by another car.
Star Charging's shared self-use charging pile is difficult to use because the information is inaccurate or the review is not timely
"If the self-use charging pile is only shared with the owners of the same community, the problem will be less, but if it is promoted to social sharing, it will also involve problems such as property management." Liu Kai, director of the Technology and Certification Department of the China Electric Vehicle Charging Infrastructure Promotion Alliance, said that some communities do not allow foreign vehicles to enter for the convenience of management, and the sharing of charging piles cannot be done naturally. In order to solve the worries of the property, the corresponding responsibility division mechanism should be improved in terms of policies and regulations, so that the property has a basis to rely on.
In addition, for the pile owner's concern about the damage to the charging pile and no one to compensate, Liu Kai suggested that the platform party can require the owner to pay a deposit for compensation before using the App, or the platform party advances to protect the rights and interests of the pile owner, "but how to verify is the damage caused by the improper use of the owner, how to determine the damage after the damage, but also need more in-depth and meticulous research." ”
The committee member said: Promote the establishment of a unified platform to interconnect charging pile information
"If the sharing mode of self-use charging piles can be promoted, it is very helpful to improve the utilization rate of charging piles and promote the optimal allocation of social resources." Wang Yanfang, a member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference and general manager of the State Grid E-commerce Co., Ltd., has been paying attention to the development of electric vehicles and charging piles in recent years, and in her view, this sharing model can play a greater role in old residential areas with insufficient parking spaces and insufficient distribution facilities.
"But overall, the sharing of self-use charging piles is still in its infancy, and there are still many problems to be solved." Wang Yanfang said that at present, there is a situation of information non-interoperability in the "pile finding" App on the market, and users want to find charging piles to charge, often frequently switching to several Apps, "If the government department promotes the establishment of a unified regional private pile sharing operation management platform, providing unified charging scheduling and standard payment management for car owners and pile owners, and providing professional operation and maintenance management services for charging piles to ensure the safe and stable operation of equipment, you can reduce the cost of vehicle pile identification and operation management, and improve the efficiency of private pile sharing." It will be more convenient for users to find piles, and shared private charging piles can be better utilized. ”
How can we make more pile owners willing to share the charging pile? Wang Yanfang suggested that on the one hand, it is necessary to improve the mechanism to solve the problem of how the pile owner parks during the sharing period, and at the same time consider giving moderate subsidies to the private piles participating in the sharing. On the other hand, it is also necessary to strengthen publicity and guidance, so that more pile owners can understand this model, and what kind of contribution and help it can bring to alleviate charging difficulties, save social resources, and promote green and low-carbon development, and explore the establishment of a similar public service point system to enhance the enthusiasm of pile owners to participate in sharing.
