Originally, on the electricity bill that appeared to be marked as December 2021, the electricity and electricity calculation period further marked were not the same. Among them, the electricity bill for December 2021 is marked last month, and the electricity bill calculation period is from November 1, 2021 to November 30, 2021, while this month is also marked as the electricity bill for December 2021, and the calculation period of electricity and electricity bill is from December 1, 2021 to December 31, 2021.
The reason for this is that the residential user ladder electricity has implemented a new calculation method. According to the requirements of the National Development and Reform Commission and the Shanghai Municipal Development and Reform Commission, from January 2022, the monthly electricity bill received by Shanghai power users is consistent with the actual electricity consumption month, and the purchase and sale is the same period.

December 2021 coincides with the replacement of old and new calculation methods, and it has become the "head-raising" of electricity bills in December 2021 and January 2022. It is understood that after the purchase and sale of the same period, the starting point of the calculation cycle of the resident ladder electricity is changed from December 1 of the previous year to November 30 of the same year (span of 12 months) to January 1 of the same year to December 31 of the same year (the span is still 12 months), that is, it is completely consistent with the "natural year", and the actual electricity consumption of the user in the "natural year" is the ladder electricity of the current year.
What the public does not need to worry about is that such an adjustment only involves the electricity of the resident ladder, the start date of the calculation cycle, the span of the calculation cycle remains unchanged, it is still 12 months; at the same time, the meter reading cycle and the electricity bill settlement cycle of the residential users are also unchanged, and the power company still reads the meter and settles the electricity bill according to each natural month.
In addition, the residential ladder electricity price and the annual ladder total electricity base have not changed: the ladder electricity price is the same as last year, still according to the price level of each file at that time; the grading base of the annual ladder total electricity is also the same as last year's sub-file base standard, that is, the cumulative use of electricity by ordinary resident users in the year does not exceed 3120 degrees, and the first ladder price is implemented; the cumulative electricity consumption is greater than 3120 degrees and does not exceed 4800 degrees, and the second ladder price is implemented; more than 4800 degrees, the third ladder price is implemented.
In December 2021, neither in the original ladder electricity calculation cycle, nor in the new and "natural year" corresponding to the calculation cycle, the actual electricity consumption in the month is implemented according to the annual ladder total electricity, that is, the actual electricity used by residential users in the month does not exceed 3120 degrees, and the first ladder price is implemented; the cumulative electricity consumption is greater than 3120 degrees and does not exceed 4800 degrees, and the second ladder electricity price is implemented; more than 4800 degrees, the third ladder price is implemented.
