Some owners said that the noise before the transformation of the Shaxi section of National Highway 105 was tolerable, but after the transformation, the road became wider and closer to the community, and the corresponding noise decibels also rose sharply, seriously affecting the quality of life.

In the C2-2 residential building of Century New City, more than a dozen owners told Nandu reporters about their troubles "disturbed" by noise.

Ms. Fu, the owner, said that the family moved into Century New Town two years ago, and the noise at the beginning was not particularly obvious. Since the reconstruction of National Highway 105, the soundproof screens, trees and walls on the side of the road have all been removed, and after the road has been widened, it has been much closer to the residential buildings, which in turn has caused the owners of the C2 area of Century New Town to suffer from noise intrusion.

The owner, Ms. Zhen (pseudonym), moved into Century New Town in June this year. She also told the Nandu reporter that because there were soundproof screens and trees as a block at that time, the noise when she just moved into the community was only forty or fifty decibels open, which was acceptable, "After the soundproof screen and trees were demolished a few months ago, the noise value measured in the room was up to 90 decibels, which became unbearable." ”
Ms. Zhen said that because of the noise, she often has a feeling of heart acceleration when she sleeps at night, especially when the noise of large vehicles passes, which is even more frightening, and her temper has become grumpy. Many owners, such as Miss Wang and Mr. Chen, who live in the community, also expressed the same feelings to the Nandu reporter. Miss Wang said bluntly that building roads is a good thing, but the delay in solving the noise problem is very distressing. She now wants to sell the house and leave the community, but I am afraid it will be difficult to sell.

Ms. Zhen said that she had reported the noise problem by calling the 12345 hotline, but she was not satisfied with the response. The 12345 hotline said in a text message replying to Ms. Zhen that Zhongshan Transportation Development Group Co., Ltd. (hereinafter referred to as "Zhongshan Transportation Group") has been dealt with. Whether or not to install a sound barrier needs to be handled according to the results of environmental surveys, but it takes three months. The soundproof windows are scheduled to be completed by April 2022.
For the reply of Zhongshan Transportation Group, Ms. Zhen said that she could not accept it. "It's too long to wait that long." Ms. Zhen said bluntly that the owners have been experiencing noise pollution for months, and it is really unbearable to wait for another three or four months. Ms. Zhen, Mr. Chen and other owners expressed the hope that the relevant departments can advance the construction progress, and on the basis of installing soundproof windows, they should also build a sound barrier on the side of the road. In addition, some owners have proposed that they hope to set up speed limit signs and no-sound signs in the national highway area near the community, so as to reduce the impact of noise on nearby residents as much as possible.

A few days ago, in response to the questions and demands raised by the owners of the Century New City Community, Zhongshan Transportation Group replied in writing to the Nandu reporter. According to the results of the environmental impact assessment report issued by the "Environmental Noise Emission Standards for Building Construction Site Boundaries" (gb12523-2011), the design plan has adjusted the sound insulation screen to soundproof windows to ensure that the sound insulation effect of the residential community is achieved, so the sound insulation screen has not been redesigned.
The reply also said that the Environmental Impact Report had been obtained before the 105 renovation, and the sections marked in the report were marked with soundproofing sections. Some of the adjacent communities along the 105 renovation project are basically equipped with soundproof windows, such as Century New City, Times Allure and other communities.
Since the installation of soundproof windows, what kind of occupants can meet the conditions for installing soundproof windows? When will it be installed? Zhongshan Transportation Group said that after the preliminary investigation of the relevant units, it has been listed in the EIA report that the households who need to install sound insulation windows have been installed before the completion and acceptance of the project environmental protection (before June 2022); whether it is necessary to increase the sound insulation screen will be implemented according to the results of the EIA report.
For the demand for the installation of no-sound signs on the side of the road, as well as the demand for speed limit signs, the reply said that it is necessary to combine the environmental impact assessment and traffic police opinions, and then consider whether to set up relevant signs such as no-sound signs, and the company will implement them in accordance with the traffic safety drawings approved by the traffic police department.
In addition, Zhongshan Transportation Group also said in its reply that the company is currently urging the construction unit to speed up the greening of both sides of the construction, which will help reduce noise.
