The Beijing Municipal Copyright Protection Center has issued more than 2.3 million digital copyright certificates

The reporter learned from the forum that the Beijing Copyright Protection Center has issued more than 2.3 million digital copyright certificates and the same number of electronic copyright certificates.

The forum was guided by the Beijing Municipal Copyright Bureau and co-sponsored by the Beijing Copyright Protection Center, the Beijing Internet Court, the Capital Copyright Association, and the Copyright Chain National Operation Center.

At the meeting, Wang Yefei, deputy director of the Publicity Department of the Beijing Municipal Party Committee and director of the Beijing Municipal Copyright Bureau, introduced that digital assets are the core of the digital economy and the digital form of assets. Digital assets have incomparable technical advantages of traditional assets, easy to divide, easy to flow and standardized. "The copyright industry, with literature, music, film and television, artworks, etc. as the core, has become an important part of the global digital economy, and copyright assets have thus become an important and inclusive digital asset with the widest range of beneficiaries in the world."

It is understood that the digital copyright certificate can completely record the author, copyright owner, work, work documents, rights certification documents and other information, digital copyright certificate is the digital property rights certificate of copyright assets, is the value carrier of copyright assets digitalization, and is the legal path for the transformation of traditional copyright assets into digital copyright assets. At present, the digital copyright certificate and copyright chain platform launched by the Beijing Municipal Copyright Bureau have been selected as the national blockchain innovation application pilot.

At the 2020 China International Fair for Trade in Services, the Beijing Municipal Copyright Administration took the lead in releasing the digital copyright certificate system in China, adopting a trusted copyright certificate system of "one certificate and three versions (digital, electronic, paper)", and as of December 27, 2021, the Beijing Copyright Protection Center has issued 2342573 digital copyright certificates and the same number of electronic copyright certificates.

So, where are the uniqueness and advantages of the copyright chain? Xuan Hongliang, director of the National Operation Center of the Copyright Chain and deputy secretary-general of the Capital Copyright Association, said in an interview with the Beijing News reporter that there are currently many enterprises and institutions doing copyright blockchain in China, but the copyright chain is the first and only blockchain system led by the copyright administrative department in China, which has considerable authority.

"As far as the function of the copyright chain is concerned, for example, the pain point of traditional book publishing is that piracy is rampant, and the application of the copyright chain to the book publishing industry helps to identify pirated books and form a good publishing ecology." Readers can also scan the code on the cover of the book in the copyright chain demonstration project, receive the book purchase voucher of the publishing house, join the reader group, and communicate with the author. Publishing houses can also carry out precision marketing in this way. That's what we're using digital certificates and copyright chains to empower the industry. Xuan Hongliang said.

In addition, Wang Yefei introduced that the Beijing Municipal Copyright Bureau and the Beijing Internet Court jointly released the copyright chain-Tianping Chain Collaborative Governance Platform, which is the first administrative and judicial collaborative governance platform based on blockchain technology in the domestic copyright field. The principle of "double standard unification and double chain coordination" has been approved by Zhou Qiang, president of the Supreme People's Court, and should be promoted in the national court system. "At present, a copyright protection system coordinated by the administrative and judicial industry with the 'copyright chain, balance chain, and notary chain' as the core has been preliminarily built, which will provide rights holders with the whole process and one-stop service of 'copyright confirmation, copyright monitoring, copyright notarization, copyright publicity, copyright settlement, copyright mediation, and infringement litigation'."
