As of December 23, Haikou Customs had supervised a total of 33 "zero-tariff" imported cars, and 13 enterprises actually enjoyed benefits, with a total import value of 10.029 million yuan and a tax-free payment of about 3.315 million yuan.
"Zero tariff" is one of the important characteristics of free trade ports. According to the policy provisions, before the island-wide customs closure operation, enterprises registered in the Hainan Free Trade Port and have independent legal personality, engaged in transportation and tourism, import ships, vehicles, aircraft and yachts that meet the requirements of the positive list of "zero tariff" for means of transport and yachts, can enjoy "zero tariff".
"After learning about our import plan, Haikou Customs tracked and guided in real time to help answer questions such as commodity classification and zero-tariff imports, providing us with careful guidance!" Zeng Han, senior manager of import and logistics at Aston Martin La gongda (China) Automobile Sales Co., Ltd., told reporters. On December 22, the batch of Aston Martin brand "zero tariff" passenger cars imported from the United Kingdom was successfully declared and released, and it was also the first "zero tariff" car imported in the classification pre-ruling mode.
It is understood that in order to further optimize the "zero tariff" automobile import customs clearance environment, Haikou Customs has taken multiple measures at the same time, set up a "green channel" for appointment inspection, implemented the "one-stop" service of imported vehicle unloading directly into the yard, inspection, appearance and other links, and accelerated the rate of vehicle inspection and release; guide enterprises to make good use of facilitation measures such as "two-step declaration" and "advance declaration" to simplify the import declaration process and continuously release policy dividends; at the same time, further improve the import vehicle supervision system, and implement "qualification guarantee + third-party acceptance + " for imported vehicles Compliance assessment" inspection, strict control of product quality and safety.
