Many people know that from the twenty-fifth year of the Kangxi Dynasty (1686) Hua County was established as a county, for 263 years, the county site of Hua County was in Huacheng, Huashan Town, and on April 28, 1950, the People's Government of Hua County moved to Luochang Village, Huashan Town. Huashan Luochang Village is a famous overseas Chinese township in Hua County. In modern China, the people are living in the depths of the waters, since the Opium War, thousands of Huaxian people have crossed the ocean to work overseas to earn a living. According to the Records of Huaxian County, these overseas Chinese either crossed the ocean in the form of "selling piglets", or as indentured Chinese workers, or as family immigrants. In Luochang Village in Huashan, many people leave their hometowns without fear of arduous efforts to cross the ocean and make a living in a foreign country.
After the fall of the Qing government, many overseas Chinese wanted to return to their hometowns and participate in construction. At that time, mountain bandits in Huaxian County were rampant, and the rich overseas Chinese naturally became the "fat pork" in their eyes, but the overseas Chinese who could succeed were naturally also smart people, and in order to resist the mountain bandits, they built their own houses into highly defensive residences. There is a book that says: "The rich family built three or four floors of iron branches, stones, and Shimin soil (cement) for self-defense. It is difficult for the capitalists to gather many to form the first floor." This became the tower that is now. These towers existed as office space when Luochang Village was the county site.

When Huacheng Village was used as a county site, it encountered many bombings by the Japanese army, and after japan's defeat, the Nationalist government moved back to Huacheng. During the Liberation War, the Nationalist government simply could not spare its hands to repair Huacheng Village. In July 1948, the Huaxian County Government moved back to Huacheng to prepare for the county seat, and temporarily borrowed the nearby Xitan Village Zhang Jianruo Academy (commonly known as the Zhang Clan Ancestral Hall) to work. However, at this time, the National Government was gradually defeated, not to mention the repair of the county site, and it was difficult to protect itself. On October 13, 1949, the Kuomintang was defeated and Huaxian was liberated. On October 22, 1949, the People's Government of Huaxian County was established, xie Guang was appointed as the first county magistrate of Huaxian County, and the county government was located in the Zhangjia Ancestral Hall in Xitan Village, Huacheng. However, the office conditions in Huacheng at this time were backward. Make the government consider moving the county site.
Finally, on April 18, 1950, the First People's Congress of HuaXian County decided to relocate the county site to Luochang Village. Because at that time, Luochang Village as an overseas Chinese township, the development belonged to the leading position, and the vacant watchtower is suitable for use as office space, the location is in the east of Huashan Town, the traffic is convenient, and more importantly, Luochang Village is closer to Huacheng Village, and it will not be too troublesome to relocate.
Although the current Luochang Village is no longer a county site, you can still see the old site of the county government when you walk into Luochang Village. Now the seat of the government is located on Huadu Square on Yingbin Avenue, and the office environment has long been different from the past. But in the early 1950s, shortly after the founding of the People's Republic of China, everything was in ruins, everything was simple because of ugliness, and an ordinary two-story house was the place where the government worked. In 2013, the county government organized the renovation of the old site that had been damaged, hoping that everyone would remember the memory of The existence of Luochang Village as a prefectural site.
Until September 1955, the county government moved the county site to Xinhua out of consideration and office needs.
Now Luochang Village has a unique watchtower, a long history of overseas Chinese culture, still attracts many people. History has brought it trauma, but it has also brought it a different mark.
