According to reports on December 17, the second draft of the draft law on the prevention and control of noise pollution is planned to be submitted to the Standing Committee of the National People's Congress for deliberation next week.

In view of the problem of motor vehicles roaring and "blowing up the street" to disturb the people, the above plan stipulates: The mufflers and horns of motor vehicles shall comply with national regulations; it is forbidden to drive motor vehicles that have been dismantled or damaged by mufflers, install exhaust pipes, etc. to cause noise pollution by means of roaring and speeding; and if the provisions are violated, the traffic management departments of the public security organs shall punish them in accordance with the laws and regulations on road traffic safety.

Car modification is divided into appearance modification, interior modification, power modification, handling modification and audio modification. Taking the modification of the body color as an example, the owner needs to apply to the Vehicle Management Office of the Traffic Management Bureau and obtain consent before it can be modified. This is especially true when it comes to audio modification and power modification. In recent years, automobile consumption has been hot, and many young people are keen on modification after having a car, but the modification without the consent of the vehicle management office is illegal modification.

In addition, in response to the problem of square dance noise disturbance, the draft also makes relevant provisions. Those who violate the provisions and refuse to make corrections shall be given a warning, and may be fined between 200 and 1,000 yuan for individuals and between 2,000 and 20,000 yuan for units.
