In the five years since the Eleventh Party Congress of Ganzi Prefecture, under the strong leadership of the provincial and prefecture party committees, townships and counties have held high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, achieved decisive victories in building a moderately prosperous society in an all-round way, and continued to maintain a good situation of overall social stability, healthy economic development, continuous improvement of people's livelihood, strengthening environmental protection, and national unity and progress.

The majority of party members and cadres in the county have always followed the direction guided by General Secretary Xi Jinping, conscientiously implemented the "first issue" mechanism, held a total of 10 plenary sessions, 109 standing committees, and 52 theoretical center group study meetings to implement the spirit of General Secretary Xi Jinping's series of important speeches, continuously enhance the political consciousness of the whole county to faithfully practice the "two safeguards", and ensure the implementation of the central government's major policies and provincial and state deployments. With a strict ideological responsibility system and a firm grip on ideological leadership, management, and discourse power, the party's ruling foundation has become more solid.
Security and stability are always unremitting, and the overall social situation continues to be stable
Comprehensively implement the party's strategy for governing Tibet in the new era and the deployment of the provincial party committee's Tibet-related work, continue to promote the special governance of "one temple and one policy", and further promote the standardized management of temples according to law. Successfully complete the "Seventh Five-Year Plan" law popularization, properly handle the "5.29" case and follow-up work in accordance with the law, and continuously improve the level of democracy, rule of law and social governance. Deepen the construction of safety, solidly promote the creation of demonstrations of the modernization of social governance in cities (prefectures) across the country, vigorously promote special actions such as "sweeping away criminal syndicates and eliminating evil forces" and "cracking down on guns and explosives", vigorously grasp the education and rectification of the political and legal contingent, continue to consolidate the results of the "five zero occurrences" of social harmony and stability, and successfully create the fourth batch of ethnic unity and progress demonstration counties in the province. Attaching great importance to safe production, vigorously carrying out special rectification of forest and grassland fire prevention and extinguishing, no major safety accidents have occurred for 9 consecutive years, maintaining the "two lowest" accidents and deaths in the whole state, keeping the "epidemic-free" pure land, and continuously improving the sense of security and satisfaction of the masses.
Economic development has grown rapidly, and comprehensive strength has continued to improve
At the end of the "13th Five-Year Plan", the regional GDP reached 1.529 billion yuan, an average annual growth rate of 13%; the local general public budget revenue reached 82.2 million yuan, an average annual growth rate of 7.95%; the total investment in fixed assets in the whole society reached 8.451 billion yuan; and the total retail sales of social consumer goods reached 373 million yuan, an average annual growth rate of 10.06%. Global tourism burst with vitality, creating the brand of "Pastoral White Tibetan House, Pure Land Shambhala", successfully creating the Qingde Tibetan Countryside Pastoral 4A Scenic Spot, guiding the development of 61 boutique homestays, successfully naming "China's White Tibetan House Cultural Town", white irrigation etiquette, Shambhala cat, Bodhi Cultural creation and other charms, the total number of tourists received 1.5 million, the total tourism income reached 1.65 billion yuan. The modern agricultural industry system has been continuously improved, with a total of 17 agriculture-related enterprises introduced and cultivated, the "apple + Tibetan pig" modern agricultural park has been successfully created as a state-level modern agricultural park, 20 "three products and one standard" have been registered and certified, 74 kinds of agricultural commodities have been developed, and e-commerce has sold agricultural products for a total of 31 million yuan. Green industrial transformation and upgrading, built the state's largest photovoltaic poverty alleviation base with an installed capacity of 210,000 kilowatts, with an average annual growth rate of 34.1% in industrial added value, and 7 enterprises above designated size.
The construction of people's livelihood is becoming more and more perfect, and the lives of the masses continue to improve
Effectively take poverty alleviation as the greatest political responsibility, the largest people's livelihood project and the greatest development opportunity, the cumulative overall planning and integration of funds of 918 million yuan, the implementation of infrastructure, industrial development and other village-to-household projects 4937, 42 poor villages, 1270 poor households, 6834 poor people all out of poverty two years ahead of schedule, was rated as the province's advanced county in poverty alleviation. We will continue to promote the effective connection between comprehensive poverty alleviation and rural revitalization, and successfully create 1 provincial-level advanced township and 5 demonstration villages for rural revitalization, 2 advanced townships at the state level and 13 demonstration villages. The construction of infrastructure such as modern comprehensive transportation has been accelerated in an all-round way, and it has taken the lead in achieving 100% coverage of 3 townships, villages and villages in the whole state. The education industry has developed steadily, the township-level preschool education has been fully covered, 10 village-level kindergartens have been built, and the gross enrollment rate in the first three years of school has reached 86.72%. The development of medical and health undertakings has been accelerated, the action of healthy townships and cities has continued to deepen, and the comprehensive prevention and treatment of major diseases such as echinococcosis and AIDS has been solidly promoted. The quality of employment has improved significantly, with a total of 1250 new urban jobs, and the registered unemployment rate in cities and towns has been controlled within 4.2%. The social security system has been continuously improved, and the proportion of medical insurance reimbursement for urban and rural residents has reached more than 75%. The per capita disposable income of urban and rural residents increased by an average of 7.9% and 10.5% per year to 34913 yuan and 13538 yuan, and the cultural life of urban and rural residents was continuously enriched, and the fifth Sichuan provincial civilized city was successfully created.
Green ecology promotes development, and ecological functions continue to enhance
Firmly establish the concept of "green water and green mountains are golden mountains and silver mountains", take the lead in carrying out comprehensive treatment of sand and gravel resources in the whole state, take the lead in implementing the timber ban in the whole state, and take the lead in exploring the implementation of the white storage house wood replacement project in the whole state. "Planting trees on mountains, planting flowers on roads, and changing rivers into lakes" was carried out in an orderly manner, and 130,000 mu of vegetation was restored, 27,200 mu of planted forests were implemented, and the comprehensive vegetation rate of forests and grasslands reached 62.38% and 78.5% respectively. Promote the protection of "blue sky, clear water, pure land", the water and soil conservation and environmental governance of Niangyong, Xiangcheng and Dongsong Hydropower Stations have been fully completed, and the number of days with excellent air quality and the water quality of urban and rural water sources in the county have reached 100%. 2 cases of prospecting rights withdrew from the nature reserve, implemented the "two violations" special rectification, demolished about 120,000 square meters of illegal buildings in accordance with the law, cleaned up 284 cases of illegal land, and completed 7 cases of land transfer of more than 120 mu. Vigorously promote the three major revolutions of toilets, sewage and garbage, 58 new (reconstructed) public toilets, 15 open shared toilets, rural household toilets to achieve full coverage, and the ecological environment in the county has been significantly improved.

The party has strengthened the party's organization and guidance of the people's congresses, the Chinese People's Political Consultative Conference, the national united front, and the mass organizations, persisted in selecting and promoting cadres in the "four frontlines," made the structure of the leading body more optimized, the number of people under the age of 35 in township and town party and government posts accounted for 35 percent, the secretaries and directors of village branches achieved "one shoulder to shoulder," and the overall ability of the cadre contingent was significantly improved. Strictly implement the "two responsibilities", fully implement the spirit of the eight provisions of the central government and the implementation opinions, put discipline and rules in the front, cover 8 rounds of inspections, file and review 147 cases, and punish 141 people for party discipline and government affairs. The 11th Inspection Group of the Provincial Party Committee inspected the feedback of the high-quality, efficient and high-standard rectification and reform, completed 155 problem rectifications, and continued to promote the comprehensive and strict management of the party.
