While the developer Angela Games did not disclose who made the takedown request, there are documents indicating that it was ARK Survival Evolved developer Studio Wildcard and publisher Snail Games that issued the takedown request.

Angela Games responded to the allegations on Weibo, promising to communicate with Valve so that Empire Myth could return to Steam. Now Angela Games has filed a lawsuit in California District Court, accusing Studio Wildcard and Game Snail of falsely claiming that Myth of Empires infringes copyright and demanding compensation for their financial losses.
Studio Wildcard and Sail Games USA Inc filed an application with Valve in early December to remove Myth of Empires, the lawsuit said. They firmly believed that Empire Myth was built by (1) stealing the source code for ARK: Survival Evolved, and (2) using the stolen source code as the basis for Empire Myth's game.
Both claims are "false," and the Empire Myth developers said the evidence provided to Valve by the two companies "misleadingly introduced in order a set of tiny 'names' that existed in the Empire Myths source code and omitted the software code that actually drove Empire Myths to run, including the game mechanics they mentioned." ”
