The association organized relevant short video platforms to comprehensively revise the 2019 version of the "Detailed Rules" and improved the original 21 categories and 100 standards with the times.

The new version of the "Detailed Rules" stipulates that short video programs and so on must not appear "showing the chaos of the 'rice circle' and bad fan culture, advocating the supremacy of hype traffic, deformed aesthetics, fanatical star chasing, fans' irrational voices and responses, celebrity scandal scandals", "unauthorized self-cutting, adaptation of movies, TV series, online film and television dramas and other audio-visual programs and fragments", "luring and instigating the public to participate in virtual currency 'mining', trading, speculation" and other content.
Article 93 of the Detailed Rules stipulates that short videos shall not cut or adapt all kinds of audio-visual programs and clips such as movies, TELEVISION dramas, and online film and television dramas without authorization, which has aroused a lot of discussion. It is not difficult to see from the details that homemade videos will lose an important source of material. In this regard, many netizens expressed puzzlement, saying that short videos help a lot of film and television drama streams, "Some dramas are only watching interesting clips to watch the original drama, ah, deeply do not understand." There are also netizens certified as entertainment variety video self-media on Weibo, saying, "Authorization? How to teach? What channels are granted? Is there a standard process? Copyright protection is indeed very necessary, but it is inappropriate to take a direct one-size-fits-all approach. ”
The deep problem behind the ban on "two innovations" may be the competition between mainstream long and short video platforms. The development of short videos has undoubtedly eaten the users and traffic of long videos, and to a certain extent, it has also aggravated the profit dilemma of long videos. Youku president Fan Luyuan has previously said: "The long video industry is too difficult, this industry is a profitable enterprise, but when will the three of us (Youku, iQiyi, Tencent) be profitable?" According to the current living environment, it is delusional to make a profit just around the corner." On December 15, iQiyi announced that the price increase of members was not difficult to see that it was also for "open source".
