"Party organizations at all levels of the province's ecological environment system organized and transmitted the study for the first time and deeply understood the spirit of the provincial party congress." Since the Nineteenth National Congress of the Communist Party of China, the Party Central Committee has deployed three major battles to fight a good battle, and the battle against pollution is one of them. Under the strong leadership of the Party Central Committee, the provincial party committee and the provincial government, Hunan has achieved phased results in the battle against pollution, and the ecological environmental protection has undergone historic, turning and overall changes. "The central government has deployed in depth to fight the battle against pollution." The so-called 'depth', I understand it, is to maintain the strength, extend the depth, and broaden the breadth. Deng Lijia believes that the construction of ecological civilization in the province has entered a critical period of taking carbon reduction as the key strategic direction, promoting pollution reduction and carbon reduction synergy, promoting the comprehensive green transformation of economic and social development, and realizing the improvement of ecological environment quality from quantitative to qualitative change, and it is also a critical period and window period for carbon peaking.

"To fight the battle for the defense of blue sky, clear water and pure land with higher standards, we must take the realization of pollution reduction and carbon reduction synergy as the general starting point, take the improvement of the quality of the ecological environment as the core, and take accurate pollution control, scientific pollution control, and pollution management according to law as the work policy." Deng Lijia said that in the future, our province will mainly exert efforts from 4 aspects.

Deeply fight the battle against pollution. Continue to fight 4 battles of consolidation and upgrading: diesel truck pollution control, urban black and odorous water treatment, Yangtze River protection and restoration, agricultural and rural pollution control; focus on 4 pioneering and innovative battles: heavy pollution weather elimination, ozone pollution prevention and control, Dongting Lake comprehensive treatment, heavy metal pollution control.

Promote green and low-carbon development. Adhere to the dual efforts of pollution reduction and ecological expansion, accelerate the adjustment of industrial structure, energy structure, transportation structure and land use structure, strengthen the control of ecological environment zoning, accelerate the formation of a green and low-carbon lifestyle, and promote the comprehensive green transformation of economic and social development.

Continuously improve ecosystem quality. Strengthen ecological protection and restoration, strengthen ecological protection supervision, do a good job of rectifying outstanding ecological and environmental problems, strictly prevent and control environmental risks, and ensure ecological and environmental safety.

Promote the modernization of governance capabilities.
