Promote the transformation of traditional manufacturing to service-oriented manufacturing

Service-oriented manufacturing is a new manufacturing model and industrial form of manufacturing and service integration and development, and is an important direction for the deep integration of advanced manufacturing and modern service industries. The "14th Five-Year Plan" and the outline of long-term goals for 2035 put forward: "Develop a new model of service-oriented manufacturing and promote the high-end and intelligent greening of the manufacturing industry." "In the new development stage, promoting the transformation of traditional manufacturing to service-oriented manufacturing is an important way to expand profit space and create new competitive advantages, which is conducive to consolidating and enhancing the position of Chinese manufacturing in the global industrial chain, helping to deepen the structural reform of the supply side, and helping to smooth the economic cycle and build a new development pattern."

In recent years, China has promoted the accelerated development of service-oriented manufacturing in the direction of specialization, collaboration and intelligence, and many manufacturing enterprises have extended from the original simple manufacturing end to the front end of the industrial chain and expanded to the back end of the industrial chain. However, on the whole, there is still a lot of development potential and expansion space for the development of service-oriented manufacturing in China. Enterprise development service-oriented manufacturing is inseparable from the capital, technology and talent and other element conditions, but also depends on policies, business environment, industrial ecology and other external conditions, the government, enterprises and relevant industry associations to strengthen cooperation, promote resource integration, and concentrate on solving basic long-term problems.

Strengthen the construction of public service platforms. Promote the construction of a professional service platform for the manufacturing industry, aim at the high-end links of the value chain, improve public services in the fields of R&D and design, industrial technology foundation, collaborative manufacturing, customized services, supply chain management, full life cycle management, information value-added services and financial leasing, and support manufacturing enterprises to improve their service innovation capabilities. Encourage manufacturing enterprises to cooperate with upstream and downstream enterprises and third-party service enterprises to achieve multi-scenario, multi-channel, and life-cycle risk sharing and information sharing. Promote the collaborative integration of information flow, capital flow and logistics, as well as the innovative design of personalized services with user participation, promote the coordinated operation of supply chain networks, and improve the overall efficiency and effectiveness of the supply chain.

Carry out demonstration and promotion. Adopt methods such as holding expert seminars and excavating and promoting the practical experience of outstanding enterprises to accelerate the innovation of service models, technological innovation and management innovation. Select and cultivate a number of service-oriented manufacturing demonstration enterprises at the top of the value chain of key industries, with outstanding innovation ability and brand influence, especially give play to the demonstration and leading role of leading enterprises, lead other enterprises in the industry to actively learn from and promote innovation, and form a development model and growth path that adapts to their own characteristics.

Create a good industrial collaboration ecosystem. Encourage leading manufacturing enterprises and leading enterprises in the productive service industry in the industrial cluster to enter the service-oriented manufacturing field in both directions, and create a service-oriented manufacturing network for specific manufacturing fields and around the industrial chain. Improve the collaborative manufacturing capacity and efficiency of the upstream and downstream industry chains, and form an industrial organizational structure based on the collaborative research and development, manufacturing and service of large, medium and small enterprises based on the cloud service platform. Cultivate new service-oriented manufacturing enterprises, and deepen cooperation with upstream and downstream enterprises in the industrial chain and various entities of the supply chain network. Support enterprises to set up R&D and service design centers abroad, establish an open manufacturing service-oriented network for the world, actively expand cooperation with countries participating in the "Belt and Road", and deeply integrate into the global industrial chain division of labor system.

Improve the policy support system. Further break down the hidden barriers for manufacturing enterprises to enter the service industry and continue to relax market access. Eliminate the differential treatment of manufacturing and service industries in the application of preferential policies and the use of energy resources, and adopt policies of the same price as general industry in the service business of manufacturing enterprises in terms of electricity, water and gas. Improve government procurement policies, increase the procurement of service-oriented manufacturing innovative products and services, and guide and encourage enterprises to provide personalized customization and product upgrading through government procurement policies. Increase the support of the capital market for service-oriented manufacturing enterprises, and guide financial institutions to develop financial products that support the development of service-oriented manufacturing.
