Important notes on related matters
The province's enterprise employee social insurance information system will be launched soon. After the launch, the business rules for the declaration and payment of pension, work injury, unemployment insurance and other types will change, and the relevant matters are now prompted as follows:
1. The insured unit shall declare and pay the fee on time
The insured unit shall declare to the social security agency before July 1 of each year the wage base of the employees for the current social security year (July 1 of the current year to June 30 of the following year). Declare the social insurance premiums payable for the month on a monthly basis (through the online application system or the handling window), generate a social insurance premium payable certificate, and pay the social insurance premium within the specified period (10 working days). If the payment is overdue, the approved information for that month will be invalidated and a new declaration will be required. If there is no change in the number of personnel in the insured unit, it is also required to declare and pay the fee on a monthly basis.
2. If the insured unit fails to declare and pay social insurance premiums in a timely manner, it will be re-examined and charged late fees and interest after the system is launched
If the insured unit fails to declare and pay the fee on a monthly basis, it will be levied a late fee of 5/10,000 per day from the 1st of the following month, and interest will be levied on the part of the personal account paid in return.
In order to avoid historical arrears and late fees, units that currently have arrears should pay in a timely manner. If you can't pay in full before December 24, you need to apply to our bureau after January 17, 2022, regenerate the social security premium payment certificate before you can pay the tax department (10 working days to pay), the province has set up the month after the launch and the month after the launch (as of February 28, 2022) as the transition period, no late fees and interest will be charged during the transition period, and late fees and interest will be charged according to regulations.
Third, the insured unit pays more and refunds directly to the unit bank account
The insured unit pays the full amount of the normal receivable every month, and the refund incurred will be directly refunded to the insured unit (two lines of revenue and expenditure), and the refund payment will no longer be refunded by offsetting the normal receivables, in order to handle the refund in a timely manner, please improve the bank account information in a timely manner.
If the insured unit has a refund payment that has not been offset over the years, please go to the Municipal Social Security Collection and Inspection Bureau (Yichang Municipal Citizens' Home) in time to handle the refund procedures.
Fourth, the insured unit shall complete the declaration of the increase or decrease of the personnel who collect and refund the fee in a timely manner
For the Tax Department of the December Payable Collection of this year, all insured units are requested to complete the payment before December 24. In December, the declaration of personnel increase and decrease, and the declaration of supplementary collection and refund should be completed before December 24, and the overdue period shall be handled by the unit in accordance with the rules for the increase or decrease of personnel in the "provincial centralized system" after the official launch of the provincial system on January 17, 2022.
5. Units and flexibly employed persons shall pay fees in a timely manner
The arrival time of the unit and the flexible employment personnel after payment is changed from the original invoice time to the date of entering the treasury, which generally takes 3-5 working days to arrive automatically, and cannot be manually arrived. Insured units and flexible employment personnel who need to handle social security business should pay fees in advance as much as possible.
Sixth, the insured units should accelerate the improvement of the basic information of the units
After the provincial centralized system is launched, the insured unit needs to declare the social insurance premiums payable for the month every month. In order to ensure that after the provincial centralized system is launched, the insured units can handle social security business normally through the network hall, please download the "Social Security Online Office Service Hall Login Authorization Information Collection Form" on the official website of the Human Resources and Social Security as soon as possible, accurately fill in the relevant information and send it to the agency mailbox [email protected]
VII. Reminder of Payment of Flexible Employment Personnel
Individual industrial and commercial households and flexible employment personnel who participate in the basic endowment insurance for enterprise employees in their personal capacity, if there is an interruption in payment in the period from July 2020 to June 2021, they can complete the payment before December 24, 2021, and the payment base is independently selected within the upper and lower limits of the individual payment base in 2021, and the overdue payment will not be possible.

After January 1, 2022 (inclusive), it is no longer allowed to pay back the employee pension insurance for the 2020 social security year. Employees who have not paid the pension insurance premium for the 2021 social security year (that is, from July 1, 2021 to June 30, 2022) can make payment before June 30, 2022.
