In this way, he amassed wealth through private lending, false partnerships, forced high-priced transfer of shares, low-priced houses, high-priced cars, and other self-considered "safe" methods, in an attempt to put on a "legal cloak" for his violations of discipline and law.

From February to November 2014, Liu Yong, then secretary of the Party Working Committee of Shuanghekou Subdistrict, borrowed a total of 6 million yuan from Huang Moumou, the boss of a project in the construction jurisdiction, with an agreed monthly interest rate of 2%, after which he made a profit of 2.48 million yuan from Huang.

In order to evade supervision, Liu Yong hid behind the scenes, let his classmate Shen Moumou come forward, signed a false partnership agreement with the project contractor, and accepted huge bribes by collecting project "transfer fees" or "management fees". In the second half of 2012, when he heard that coal mine investment was more profitable, Liu Yong invested in the name of his mother to make profits, and later saw the coal mine market decline, in order to make a steady profit, in May 2014, he forcibly transferred his shares to Huang Moumou, the boss who was doing projects in his jurisdiction, and got more than 3.11 million yuan from Huang Mou in this way. After investigation, from 2007 to 2014, Liu Yong took advantage of his position to help others in project construction and other aspects, accepting bribes totaling more than 7.06 million yuan. In addition, he also prepared in advance the method of resisting the organization's review and investigation, and during the Spring Festival in 2015, Liu Yong told his brother Liu: "If the investigation is organized, it is said that the money borrowed from the outside is owned by the mother and your sister-in-law's brother, and I am only lending on behalf of you." In January 2019, he agreed with his brother that the "secret language" was "take grandma's medicine up", and told him the password of the safe in his home, so that his brother could go to his home after hearing the "secret language" and transfer the IOU and other related evidence.

However, all this is nothing more than self-deception, in 2019, the Wanzhou District Discipline Inspection Commission Supervision Commission conducted a preliminary examination of the clues related to Liu Yong's problems transferred by the inspector, and filed a case for review and investigation of his suspected serious violations of discipline and law. On October 18, 2019, when the censor announced that he had taken lien measures, Liu Yong remained unrepentant, and his first reaction was to implement his pre-prepared "plan" of passing "code words" to his brother through subordinates who did not know the truth, in an attempt to transfer evidence before the censor investigators searched.

Before Liu transferred the evidence, the review investigators rushed to Liu Yong's residence in time to conduct a search according to law, and his "plan" against the organization ended in failure.
