Baodi District reported these problems and typical cases

In order to further deepen the rectification of unhealthy trends and corruption problems around the masses, strengthen the reporting and exposure, warning and deterrence, the following five typical problems are hereby reported.

1. Zhang Jianzhong, former general secretary of the party branch and director of the village committee of Baozhimawo Village, Dazhongzhuang Town, sat down to collect and sit on the issue of collective funds in the village. In January 2020, Bao sesame Wo Village in Dazhongzhuang Town re-contracted part of the collective land that had expired, and the village committee collected a total of 191,800 yuan in cash for the contract fee. After the payment was collected, Zhang Jianzhong was not recorded in the account according to the regulations, and then it was used to pay for the village's handyman fees and electricity costs, the purchase of related materials, maintenance facilities and equipment, etc., and as of its case review, only 5507.02 yuan remained. In January 2021, Zhang Jianzhong, along with other disciplinary issues, was dismissed from his party post.

2. Wang Taixin, former general secretary of the party branch and director of the village committee of Majiadian Village, Chaoyang Street, gave preferential treatment to relatives and friends in the process of distributing compensation for land occupation. From 2017 to 2018, Majiadian Village in Chaoyang Subdistrict paid compensation to villagers for the land occupied by the facility agricultural greenhouses, and according to regulations, college students whose household registration is not in the village must meet the conditions for being an agricultural hukou in the village before enrolling. However, in the actual distribution process, Wang Taixin declared a total of 770 yuan in compensation for 2 years for 1 relative who did not meet the conditions for receiving the payment (a non-agricultural household registration before attending university in September 2016). In December 2020, Wang Taixin, along with other disciplinary violations, was given a severe warning from within the party.

3. Li Shuyun, former secretary of the party branch and director of the village committee of Nanhe Village, Niujiapai Town, falsely reported the problem of fraudulently receiving subsidies for afforestation. In December 2017, in the process of declaring the number of acres of afforestation subsidies in Nanhe Village, Niujiapai Town, because the declared plots contained ditches, roads, etc., the number of subsidy mu determined was more than the actual number of woodland mu. When Li Shuyun specifically determined the number of acres of subsidies, the extra acres were allocated to some contracted forest households, of which Li Shuyun received 21.7 acres and 56420 yuan. In addition, Li Shuyun also withdrew 46,170 yuan from the subsidies received by other forest households for collective village expenses. In June 2021, Li Shuyun was expelled from the party.

4. Han Zhenchuan, former secretary of the party branch and director of the village committee of Xi clamwo village in Wangbuzhuang Town, did not perform democratic procedures in the project of fabao village, and made decisions and made decisions in a disorderly manner. In October 2018, the village of Xi Clam Nest in Wangbuzhuang Town implemented the project of excavating a drainage canal in cultivated land. As the secretary of the village party branch and the director of the village committee at that time, Han Zhenchuan organized personnel to enter the construction site only after consultation with the village "two committees" without performing the relevant democratic decision-making and bidding procedures, nor asking the town government for instructions and reports. In July 2021, Han Zhenchuan was punished with a warning from within the party.

5. Su Keqiang, former secretary of the party branch of Beitianjiazhuang Village in Fangjiazhuang Town, and 3 other people exceeded the standard registration of planting area and issued more grain subsidies. In 2016 and 2017, in the process of verifying and distributing grain supplements, Beitianjiazhuang Village in Fangjiazhuang Town did not strictly implement the policy requirements for issuing according to the actual planting area, and the registered planting area of 1.1 mu / person exceeded the actual planting area by 0.7 mu / person, resulting in a total of 508.04 mu of registered planting area exceeding the standard in 2 years, and the additional subsidy payment was 48263.8 yuan. Wang Yongchun, then a member of the village party branch, a member of the village committee and an accountant, as a specific person responsible for registration, did not work meticulously, did not strictly implement the policy requirements to verify the actual planting area of the registration, and Su Keqiang, then secretary of the village party branch, and Su Kemin, director of the village committee, did not review and check the registered planting area, dereliction of duty and dereliction of duty. In September 2021, Su Keqiang, Su Kemin, and Wang Yongchun were each given severe warnings and punishments within the party.

In order to further tighten the compaction and comprehensively manage the responsibility of the party in an all-round way, strengthen the notification of exposure, warning and deterrence, the four typical problems of accountability are hereby reported as follows.

1. Li Lichen, deputy director of the District Land Consolidation Center and former legal representative of Jintuo Surveying and Mapping Center, and two other people were lax in supervising the surveying and mapping costs and dereliction of duty. From January 2017 to January 2018, Jintuo Surveying and Mapping Center collected part of the surveying and mapping fees in cash, and directly used the surveying and mapping fees of 235,880 yuan to pay for the issuance of field subsidies and daily expenses. Li Lichen and Zhang Lianwen, director of the Basic Surveying and Mapping Department of the Jintuo Surveying and Mapping Center, have the leadership responsibility for the lax supervision of surveying and mapping fees. In March 2021, Zhang Lianwen was punished with an internal party warning; in June, Li Lichen, along with other disciplinary violations, was severely warned by the party and punished by the administrative secretary.

2. Wang Chunli, former director of the Logistics Management Service Center of the Primary and Secondary School of the District Education Bureau, and 2 other people neglected to supervise the illegal use of public funds to purchase wealth management products by subordinate personnel. In November 2017, when the staff of the Bo'ai Welfare Printing Factory under the District Primary and Secondary School Logistics Management Service Center were resettled and the assets were liquidated, Wang Chunli and Jia Xuelian, then the person in charge of the Bo'ai Welfare Printing Plant, illegally handed over the compensation of 405,156 yuan for the workers of the enterprise to the subordinate Di X for safekeeping, and the follow-up lack of effective supervision, the money was used by Di X to purchase financial products. Wang Chunli and Jia Xuelian bear leadership responsibility for the above issues. In January 2021, Wang Chunli and Jia Xuelian were punished with warnings from within the party.

3. Zhai Dechang and Zhang Jie, former directors of the Highway Management Institute of the District Transportation Bureau, were lax in the review of employee insurance cost information, and dereliction of duty and dereliction of duty. From 2015 to 2019, the Highway Management Office of the District Transportation Bureau (now the Highway Maintenance Center) did not include a large amount of medical assistance in the individual payment part, resulting in the payment of a large amount of medical assistance by the unit for employees, using a total of 176,280 yuan of public funds. Zhai Dechang and Zhang Jie successively served as the directors of the Highway Management Institute, and they failed to perform their supervisory duties, did not have a complete grasp of the information on social insurance business, and did not strictly check the review and control of the social security base schedule, and had leadership responsibilities. In July 2021, Zhai Dechang and Zhang Jie were separately admonished.

4. Xiong Yongcheng, former general secretary of the party branch and director of the village committee of Yicheng Village, Niudaokou Town, implemented the problems of lax financial and economic system and dereliction of duty. In 2019, Yicheng Village, Niudaokou Town, after consultation between the "two committees", decided to distribute the remaining 27 tons of environmental protection coal and sell it at a price of 500 yuan per ton, with a total of 13,500 yuan. The money was not deposited in the village collective account as required and was kept by the individual. In April 2021, during the preliminary examination period of the Niudaokou Town Discipline Inspection Committee, the above-mentioned funds were paid to the special account of the town agricultural economic station. Xiong Yongcheng, as the secretary of the general branch of the village party and the director of the village committee at that time, had leadership responsibility for the above problems. In May 2021, Xiong Yongcheng was punished with a warning from within the party.
