The reporter learned that since the implementation of the river chief system, Shimen County has conscientiously performed its duties and fulfilled its responsibilities, taking special actions such as "cleaning up the four chaos" of rivers and lakes, controlling the shoreline of water areas, and illegal sand mining and rectification as the starting point, strengthening the supervision of the whole chain in accordance with laws and regulations, severely cracking down on illegal acts involving rivers and lakes, and persistently discovering one place, rectifying one place, and canceling one place for the new problem of "four chaos" in rivers and lakes, and the work of cleaning up the four chaos in rivers and lakes has achieved remarkable results.

Shimen County has formulated and issued the "Notice of Shimen County on Deeply Promoting the Normalization and Standardization of the "Qing Si Chaos" in Rivers and Lakes", which incorporates the work of "Cleaning up the Four Chaos" of Rivers and Lakes into the daily management work of the river and lake chief system, further strengthens the responsibilities of various departments at all levels, strengthens the ability of river and lake chiefs at all levels to perform their duties, further improves the responsibility system of river and lake chiefs at the county, township and village levels, implements the "two chiefs and two members" 804 people, and each township and town has also formulated a normalized and standardized management system for the "clean four chaos" of rivers and lakes accordingly. The problem of cleaning up the four chaos of rivers and lakes has gradually realized the extension of the water system to small and medium-sized rivers and rural rivers and lakes.

In order to strengthen the daily supervision of rivers and lakes, Shimen County adheres to the problem-oriented, conscientiously carries out daily inspections and special inspections and inspections of rivers and lakes, and adheres to the full coverage of rivers and river sections, in 2021, the county river chief office organized a total of 3 times of river and lake supervision and inspection, found 254 problems handed over, and the completion rate of rectification was 100%. At the same time, in order to strengthen the daily cleaning of rivers and lakes, the county finance arranges 3.5 million yuan of river and lake cleaning funds every year, hires 653 river and lake management and cleaning staff, and conscientiously carries out daily cleaning of rivers and lakes, which effectively promotes the improvement of the river and lake water environment.

In order to effectively rectify the persistent diseases of rivers and lakes, Shimen County adheres to the main line of "clearing stocks and curbing the increase", conscientiously carries out a series of special rectification actions such as the prohibition of fishing and retiring fishing in key waters, "Dongting Qingbo", and the rectification of sand mining norms, cleans up 350 fishing-related "three noes" ships, centrally seals and dismantles 313 ships, farmers seal 37 by themselves, 32 illegal fishing personnel are seized, and 11 sets of electric fishing tools are confiscated; the river and lake problems handed over since 2017 have been "looked back" and issued a list of problems. Seriously carry out rectification, resolutely clear the stock of problems, curb the increase, and manage the long term; close 47 sand farms, dismantle and transport 19 sand mining vessels, strictly implement the "three breaks, three clearances" work in the production site area, restore the ecological environment of the shoreline, strengthen sand mining supervision, severely crack down on illegal sand mining, and handle 3 cases of illegal sand mining.

Up to now, Shimen County has invested more than 50 million yuan, rectified a total of 332 "four chaos" problems in rivers and lakes, cleaned up 26800 m3 of river and lake construction debris, cleaned up 235,000 m3 of sand mining tail piles, cleaned up 3300 m3 of garbage, cleaned up cofferdams 6.1Km, 9150 m3, dismantled 3100 m2 cages, 454 fishing platforms, and demolished 795 m2 of illegal buildings. 671,800 m2 of river flood control materials were cleaned up, 47 sand farms were closed, 75 sand mining vessels were dismantled, a total of 38.05 Km of river channels were dredged, and 192,600 m2 of river water area was restored. The problem of "four chaos" in rivers and lakes in the county has been significantly reduced, and remarkable results have been achieved in special rectification.
