In 1989, at the age of 18, Fei Gaoyun entered Yangzhou Institute of Technology to study, and after graduation, he stayed in Yangzhou to work, serving as the secretary of the Hanjiang County Party Committee of the Communist Youth League, the mayor of Yunxi Township in Hanjiang County, the standing committee member of the Yizheng Municipal Party Committee, the secretary of the Municipal Discipline Inspection Commission, and the standing committee member and vice mayor of yizheng Municipal Party Committee. In July 2011, the 40-year-old Fei Gaoyun adjusted across the city and went to nantong to work, and served as a member of the standing committee of the Nantong Municipal Party Committee, the director of the Organization Department, and concurrently served as the secretary of the Tongzhou District Party Committee and the secretary of the Qidong Municipal Party Committee.
