Recently, the Ministry of Industry and Information Technology issued the "14th Five-Year Plan" Big Data Industry Development Plan (hereinafter referred to as the "Planning"). The "Planning" makes it clear that by 2025, the estimated scale of the big data industry will exceed 3 trillion yuan, the average annual compound growth rate will remain at about 25%, and the modern big data industry system with strong innovation, high added value, and independent control will basically take shape. During the "14th Five-Year Plan" period, what kind of situation will China's big data industry face? How to promote the high-quality development of the big data industry?

The scale of the big data industry exceeds 1 trillion yuan

The big data industry is a strategic emerging industry based on data generation, collection, storage, processing, analysis and service, a key support for activating the potential of data elements, and an important engine for accelerating the quality, efficiency and power of economic and social development.

Xie Shaofeng, director of the Information Technology Development Department of the Ministry of Industry and Information Technology, introduced that the big data industry includes data resource construction, big data software and hardware product development, sales and leasing activities, and related information and technical services. It can be said that the big data industry runs through the entire data life cycle. Typical enterprises mainly include two categories, namely enterprises that provide big data technologies, products and services, and traditional enterprises that use big data empowerment.

Xie Shaofeng said that during the "Thirteenth Five-Year Plan" period, China's big data industry started rapidly, according to estimates, the average annual compound growth rate of the big data industry exceeded 30%, more than 1 trillion yuan in 2020, and the industrial development achieved remarkable results, gradually becoming a dominant industry supporting China's economic and social development. The big data industry policy system has been gradually improved, the industrial base has been increasingly consolidated, the industrial chain has initially taken shape, and the ecological system has been continuously optimized.

At the same time, there are still some constraints in China's big data industry. Xie Shaofeng said that at present, the whole society has a mixed understanding of big data, and a considerable proportion of enterprises, departments, and personnel lack the big data thinking of "speaking with data, making decisions with data, managing with data, and innovating with data", resulting in the difficulty of fully releasing the value of data. The development of the big data industry is also facing a prominent talent shortage. Xie Shaofeng introduced that the "Planning" clarified the overall idea of promoting the development of the big data industry during the "14th Five-Year Plan" period, that is, to release the value of data elements as the guide, in accordance with the principle of "value leadership, foundation first, system advancement, integration and innovation, safe development, open cooperation", focusing on consolidating the foundation of industrial development, focusing on promoting the high quality of data resources, high level of technological innovation, and high efficiency of infrastructure; focusing on building a stable and efficient industrial chain, focusing on improving industrial supply capacity and industry empowerment effect, overall development and security, Cultivate an independent, controllable, open and cooperative industrial ecology.
