Tang Wenjin pointed out that an important pragmatic move of the plenary session is to highlight the key supporting role of industry in Sichuan's modernization construction on the basis of in-depth study and implementation of the Sixth Plenary Session of the Nineteenth Central Committee of the Communist Party of China, take the goal of achieving carbon peak carbon neutrality as the guide, and carry out research and deployment to promote the high-quality development of green and low-carbon advantageous industries in our province, which has important strategic considerations and far-reaching development significance. There are three main points:
First, this is a conscious action to serve the overall situation of the national carbon peak carbon neutrality strategy. Achieving carbon neutrality is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping as the core to coordinate the two overall situations at home and abroad, which is related to the sustainable development of the Chinese nation and the construction of a community with a shared future for mankind. This has drawn up a grand blueprint for China's participation in addressing global climate change and promoting green and low-carbon development. Since the official announcement of this goal at the 75th Session of the United Nations General Assembly in September last year, General Secretary Xi Jinping has made many important speeches, pointing out that achieving carbon peak carbon neutrality is a broad and profound economic and social systemic change, emphasizing the adherence to the national chess game, achieving first and breaking later, requiring the in-depth promotion of the strategic adjustment of energy structure and industrial structure, providing direction guidance and practical guidance for promoting green and low-carbon development. The plenary session deeply studied and implemented the spirit of General Secretary Xi Jinping's important expositions and central decision-making and deployment, and studied and made decisions on the development of green and low-carbon advantageous industries, that is, on the basis of doing a good job in energy conservation and emission reduction, pollution reduction and carbon reduction, we should serve the overall situation of the national "double carbon" strategy with the "addition" of industrial development, and provide solid support for orderly, effective and safe carbon reduction and make Sichuan contributions.

In the past, relying on the major opportunities of serving the country's third-line construction, Sichuan vigorously developed key industries such as electronic information, equipment manufacturing, and aerospace, laying the foundation for a large economic province and a large industrial province in the country. Facing the future, what do we rely on to shape the new advantages of development in serving the overall situation of the country's "double carbon" strategy? Sichuan's biggest advantage is clean energy. Sichuan is an important ecological barrier in the upper reaches of the Yellow River of the Yangtze River, clean energy resources are very rich, hydropower installed capacity and annual power generation, natural gas (shale gas) proven reserves and annual output are ranked first in the country, wind energy, solar energy development space is also extremely broad, the development trend of related industries is also very good. Making full use of the clean energy advantages of our province and taking advantage of the momentum to cultivate and expand a number of green and low-carbon advantageous industrial clusters in the country will accumulate new momentum and shape new advantages for Sichuan's future development, and further enhance its status and energy level in the national economic map.

Tang Wenjin said that the development of green and low-carbon advantageous industries is a major problem that Sichuan Province must solve to promote high-quality development around the "double carbon" goal, and the central government has requirements, development needs, policy support, and Sichuan has conditions. The plenary session clarified the direction and path for Sichuan's clean energy advantages to transform into high-quality development advantages, and formed a set of planning and deployment.
First, in terms of development positioning, it is proposed to accelerate the construction of "one place and three districts", that is, to build Sichuan into an important source of advanced green and low-carbon technology innovation in the country, a concentrated bearing area for green and low-carbon advantageous industries, a strategic support area for achieving carbon peak carbon neutrality goals, and a green development pilot zone for harmonious coexistence between man and nature, and put forward specific goals for three periods for this purpose.
Second, in terms of development priorities, the clean energy industry and its supporting industries and application industries have been deployed. Classification according to these three major industrial categories is based on the development logic of the industrial chain, so that classification is an important innovation point decided by this plenary session, and has important policy significance and development orientation in practice. As for what the specific development is, the "Decision" starts from the combination of national policy orientation and Sichuan's comparative advantages, does not cover all aspects and average efforts, but concentrates resources and focuses on force, and determines a number of key points to focus on building a green and low-carbon advantageous industrial cluster that has influence in the overall situation of the country and supports the development of Sichuan.
Third, in the development path, highlight the two aspects of innovative development and agglomeration development. Innovation is the fundamental driving force, agglomeration development is an important feature of green and low-carbon advantageous industries, the purpose of which is to promote the reshaping of the whole chain of advantages and value jump.
Fourth, in terms of development guarantees, strengthen mechanism guarantees, policy guarantees and element guarantees, and make systematic deployments from the aspects of deepening market reform, expanding opening up and cooperation, and improving the promotion mechanism, so as to create a good environment for the development of green and low-carbon advantageous industries.
After forming a set of plans and deployments, what areas will we focus on? Tang Wenjin introduced that the study of the plenary session proposed a series of innovative and breakthrough reform measures. Among them, there are three traction reforms: one is to deepen the reform of the power system, the second is to promote the reform of energy resource development and benefit sharing mechanism, and the third is to explore the reform of market-based trading of carbon emission rights.
In addition, the plenary session also planned a series of reform measures in scientific and technological innovation, industrial agglomeration, opening up to the outside world, and factor guarantee.
