On the 25th, Guangdong issued the newly revised "Guangdong Meteorological Disaster Emergency Plan" (hereinafter referred to as the "Plan"), which is mainly to improve the province's meteorological disaster emergency management system, promote the standardization and rule of law of meteorological disaster defense, and improve the meteorological disaster prevention, mitigation and relief capabilities.

The "Plan" has added strong convection and disaster scene construction, early warning standards, prevention and response work, etc., and highlighted prevention, emphasizing the investigation of meteorological disaster risks, and the province should explore the establishment of a "map" of hidden risks.

Compile a refined meteorological disaster risk map

The newly revised Plan is applicable to the prevention and response of meteorological disasters such as typhoons, heavy rains, cold, drought, high temperatures, fog, haze, road icing, offshore winds, and strong convection (thunderstorms, strong winds, hail, tornadoes) affecting the administrative regions and seas under its jurisdiction in Guangdong Province.

How to organize and coordinate in the event of meteorological disasters?

The "Plan" clearly states that the Provincial People's Government shall establish the Provincial Meteorological Disaster Emergency Command, as the work coordination body under the Provincial Emergency Response Committee, to uniformly lead and direct the emergency response to meteorological disasters, and coordinate the emergency work of secondary and derivative disasters of meteorological disasters.

At the same time, the people's governments of all localities at the listed, county (city, district) and town levels shall establish and improve corresponding emergency command institutions.

In the event of a meteorological disaster. Under the unified command of the Provincial Emergency Response Committee, a unified emergency response initiation and release mechanism is established between the Meteorological Disaster Emergency Command and the special command headquarters, and a sound information sharing and emergency linkage mechanism is established among the member units of the command.

At the same time, the "Plan" gives more prominence to prevention, adding a new chapter on "emergency preparedness", including the investigation of meteorological disaster risks, the rectification of meteorological disaster risks, and the formulation of specific measures for preventing meteorological disasters, so as to move the meteorological disaster response threshold to the stage of defense preparation.

Among them, it emphasizes the investigation of hidden dangers of meteorological disaster risks. It is necessary to grasp the base number of hidden dangers of disaster risks, explore the establishment of a "one map" of hidden risks, carry out meteorological disaster risk assessment and zoning, identify high-risk areas of various meteorological disasters, compile refined meteorological disaster risk maps, and establish a finely available grass-roots meteorological disaster prevention and mitigation database.

No organization or individual must produce and publish early warning information

The "Plan" constructs 10 common emergency scenarios for meteorological disaster events such as typhoons, heavy rain, cold, drought, high temperatures, fog, haze, road ice, high winds at sea, and strong convection.

In recent years, strong convective weather has become more and more frequent, which has also aroused public concern. Therefore, the "Plan" also adds strong convection and disaster scenario construction, early warning standards, prevention and response work and other contents.

Strong convective weather mainly refers to the occurrence of sudden, rapidly moving, violent weather, extremely destructive weather, mainly thunderstorms, winds, hail, tornadoes and so on.

How to give early warning after a meteorological disaster occurs?

The "Plan" proposes to optimize the early warning initiation standards, emphasizing that the release of meteorological disasters and their secondary and derivative disaster early warning information should follow the principle of "centralized management, unified release, and rapid dissemination".

Meteorological disaster early warning information shall be produced by the meteorological department, and after submitting it for approval in accordance with the prescribed procedures, it shall be released at different levels according to the early warning level, and no other organization or individual shall produce or release meteorological disaster early warning information to the public.

Early warning information on secondary and derivative disasters caused by meteorological disasters shall be produced by relevant units or jointly produced when necessary, and after being submitted for approval in accordance with the prescribed procedures, it shall be released at different levels according to the level of early warning, and other organizations and individuals shall not release it to the public on their own.

The "Plan" also revised the early warning standards for meteorological disasters such as typhoons, heavy rainstorms, cold, and droughts, and was consistent with the naming, level, and other labeling of the special emergency plans of various departments.

In view of the emergency response after the occurrence of meteorological disasters, the "Plan" clarifies that the emergency response level of meteorological disasters is divided into four levels: I. level, II. level, III. level and IV. according to the degree, scope and development trend of meteorological disasters and the secondary and derivative disasters caused by meteorological disasters.

After the emergency response is initiated, the meteorological disaster emergency command institutions at all levels shall coordinate and direct all localities and relevant units to take emergency response measures in accordance with their respective responsibilities and jointly carry out meteorological disaster response work.
