Nanri Town is an island town, is the city's marine fishery town, the island residents of 55,000 people, engaged in fishery production of about 35,000 people, the annual fishery output value of more than 3.8 billion yuan. Since the beginning of this year, the Xiuyu District Administrative Service Center has focused on the practical activities of "re-studying, re-researching, and re-implementing" and "I do practical things for the masses", actively done a good job in extending government services to the grass-roots level, expanded the "nearby office, multi-point office" of government services, focused on improving the level of convenience of serving the masses, and first promoted the reform of "sea-land linkage and on-island operation" in Putian City, which greatly facilitates the enterprises and fishermen on the island, so that the masses can do things, do things quickly, and accomplish things, and promote the efficient and sustainable development of marine and fisheries in Xiuyu District.

Huang Feipeng, director of the center, introduced that in order to promote the work of handling reform, the district administrative service center has set up a special class for the sinking of fishermen's matters, undertaking the sinking of matters at the district and municipal sea and fishing levels, and on the basis of analyzing the work of the masses of enterprises on the island in recent years, through the front-line visits to the sea-related fishing towns and villages on the island, face-to-face exchanges with the cadres and masses of local towns and villages, pinpointing the crux of the problem, solving the problem, and collecting more than 10 relevant opinions and suggestions. Focusing on the core issues of the sinking of the matter, closely communicate and coordinate with the Municipal Administrative Service Center, the Urban Sea Fisheries Bureau and other relevant departments, and on the basis of not changing the original right to handle affairs, through the "separation of trial" model, to resolve the hierarchical restrictions on the handling of matters. At present, the Marine and Fisheries Bureau at the two levels of the urban area has sorted out 84 matters of administrative approval and public matter acceptance authority of sinking, including 60 matters at the municipal level and 24 matters at the district level.

In order to provide accurate services, the Xiuyu District Administrative Service Center has set up a special window for general offices in Nanri Town, relying on the "one-window acceptance" service window of the Nanri Town Convenience Service Center, and designating a special person to be responsible for the fishermen's business consultation, acceptance of declarations, sending and receiving documents, data circulation and other work. The full-time staff of the window conducts formal examination and identity verification of the application materials, and if it belongs to a trip that does not need to run, it is handled online through the provincial online office hall; if it belongs to the matter of running at most once, it is transmitted or mailed to the window of the Marine Fisheries Bureau of the Municipal (District) Administrative Service Center through the Network, and mailed to the applicant after the matter is completed.

Huang Feipeng introduced that since the sinking of the matter in September this year, the Nanri Town Convenience Service Center has accepted 23 sea fishing matters, and the enterprise masses can realize the administrative examination and approval of marine and fisheries and the completion of public service matters on the island without leaving the island, avoiding the time consumption and financial waste of the masses to enter and leave the island, and effectively solving the problems of the fishermen and the masses being restricted by culture and the online operation will not be operated. Huang Feipeng calculated an account for the author, a single matter can at least reduce the time spent on the island for the masses to reduce the time spent in and out of the island, the round-trip cost is about 150 yuan, according to the number of cases in 2020, the annual cost can be reduced by 75,000 yuan for the people of Nanri Island, which effectively enhances the sense of gain and happiness of the masses and produces positive social and economic benefits.
