
The national unified electronic business license database for market entities has been built! At the State Council's regular policy briefing on November 19, Yang Hongcan, director of the Registration Bureau of the State Administration for Market Regulation, announced the good news.
Yang Hongcan introduced: The establishment of a unified national electronic business license database for market entities is an important measure to optimize the business environment and facilitate the access and operation of market entities. At present, the State Administration for Market Regulation has generated electronic business licenses for the 150 million market entities registered by the state, including enterprises, individual industrial and commercial households and farmers' professional cooperatives, which can be downloaded, presented and printed anytime and anywhere using smartphones. The electronic business license uses domestic cryptographic algorithms and has security features such as anti-counterfeiting, anti-tampering and anti-repudiation.
"The core of the electronic business license lies in the application, we give full play to the characteristics of the business license as the market entity 'identity card', around the solution of online identity authentication difficulties, paper license management difficulties, electronic document signing difficulties, etc., to build an electronic business license application service system." That is to say, the electronic business license is widely used in different scenarios, and the electronic business license is expanded from the electronic version of the paper business license to a very convenient tool for market entities. Yang Hongcan summarized the application characteristics of electronic business licenses into the following three points:
The first is to establish an identity verification system for market entities based on electronic business licenses. Market entities can use electronic business licenses to log in to the multi-departmental business system online to handle social security, provident fund, real estate registration, tax declaration and other matters, eliminating the cumbersome need to repeatedly fill in information and submit materials, and realize "one mobile phone, one identity", and the whole network is passed. As of the end of October this year, the main body of the Beijing market alone had used electronic business licenses to handle various types of business more than 40 million times.
The second is to realize the associated use of electronic business licenses and licenses. Associating various types of electronic licenses with electronic business licenses not only facilitates the management of licenses for market entities, but also promotes data sharing and business collaboration between departments, realizing "one mobile phone, one photo". Shanghai has realized the linkage display and inspection of electronic business licenses and electronic food business licenses, and market entities can simultaneously view the relevant situation of food business licenses by presenting electronic business licenses.
The third is to pilot the simultaneous issuance and application of electronic business licenses and electronic seals. The State Administration for Market Regulation has piloted the simultaneous issuance and application of electronic business licenses and electronic seals in some provinces and cities such as Shanghai, Zhejiang, Guangdong and other provinces and cities, allowing market entities to use the digital signature function of electronic seals to complete the expression of will, and to achieve "one mobile phone, one network communication office". In the process of enterprise start-up, enterprises can use electronic seals to complete the online appointment of banks to open accounts, and information is exempted from filling in and materials are exempted from submission. The electronic bidding platform in Suzhou, Jiangsu Province, uses the electronic business license nearly 600,000 times. As of November 15, various market entities across the country have downloaded electronic business licenses nearly 43.8 million times, used them an average of 340,000 times a day, and used them a total of 114 million times.
Yang Hongcan said that in the next step, the State Administration for Market Regulation will continue to promote the cross-regional, cross-level and cross-field application of electronic business licenses based on this innovation pilot, expand application scenarios, improve the application service system, and build electronic business licenses into tools to facilitate market entities to do business, providing strong support for deepening the reform of "decentralization and management services" and optimizing the business environment.
