Daniel Zhang further elaborated: First, study and build a reform implementation system to ensure that there are rules and regulations, orderly and powerful. Adhere to the system innovation and system supply as the key, and build a reform matter corresponding to a plan, a set of operational norms, a number of application scenarios and a set of evaluation systems. The second is to study the reengineering of data-enabled approval processes and improve digital government services. Sort out cross-level and cross-regional data sharing and electronic certificate mutual recognition business scenarios item by item, and promote the reengineering of government service processes. The third is to formulate and improve pre-event and ex post facto supervision measures to keep the bottom line of reform risks. Focus on key areas and key links, innovate regulatory mechanisms, improve regulatory standards, and focus on exploring regulatory innovation in the field of digital economy. The fourth is to come up with local characteristics to reform hard tricks and forge "Guangzhou brand". Organically combine differentiated exploration with replicable and generalizable, explore and carry out original reforms, create more "single champions", and form a "Guangzhou experience".
