A few days ago, with the approval of the Haiyan County People's Government, the "Overall Urban Design of Haiyan County" was officially announced.
The "Overall Urban Design of Haiyan County" (hereinafter referred to as the "General Establishment") started the preparation work in 2018, and carried out public participation and publicity activities through preliminary planning research, departmental symposiums, online questionnaire surveys, expert review, opinion solicitation and publicity, news media reports, etc., widely absorbed the opinions and suggestions of experts and all sectors of society, and carried out several rounds of revision and improvement, which was deliberated by the Standing Committee of the County People's Congress on May 31 this year and officially approved by the Haiyan County People's Government on October 25.
According to the "General Setting", Haiyan will take "thousand-year-old county, Jiangnan water town, binhai new city" as the city positioning, and "the first city facing the sea in Hangzhou Bay" as the image positioning, and build the overall urban spatial form of "three corridors, four wedges, and colorful salt bay". The overall urban design will focus on the concept of "stretching the spatial structure and guiding the high-quality development of the city", and carry out detailed design and guidance in terms of regional coordination, functional layout, spatial landscape construction, style control, etc., which has a strong guiding role in guiding urban development and construction, enhancing urban taste, improving urban image, highlighting urban characteristics, guiding detailed planning, special planning, and leading regional development and construction.

"General Settings" sorts out the natural landscape pattern of Haiyan County, and presents the pattern of plain water towns and coastal seas as a whole. The design fully demonstrates the characteristics of Haiyan Jiangnan Water Town, Coastal Residence, and Urban-Field Integration, and makes a more accurate design guidance in the height of the city. In terms of urban characteristics, it clarifies the five core contents of urban landscape structure, shaping urban boutique nodes, creating urban charm axis, guiding urban image and style, and controlling urban core blocks.
According to the direction and functional layout of the city, the "General Setting" divides the county urban area into five areas, including the comprehensive service area, the coastal leisure tourism area, the science and technology innovation industrial zone, the high-speed rail new urban area, and the western new urban area, with the main corridors, axle belts, and water systems as the boundaries. In the future, haiyan city construction will pay more attention to the creation of urban characteristics, through the key development and construction of the four major elements of the county "Sea Green Cultural City", reshape the new pattern of pro-sea, build a blue-green combination of blue and green, harmonious environment of Jiangnan water rhyme, create a green park system that combines "points, lines and surfaces", and build a higher level of "Three Excellent Sea Salt".
The "General Settings" puts forward control and guidance requirements for key areas such as Chengbei Kechuang, High-speed Rail New City, Binhai New City, and Western New Town, and deepens and refines the control measures. For example, the key area of the high-speed rail new city is clearly positioned as the southern gate of Haiyan City, the dynamic new city integrating the station city, the comprehensive high-end business district and the core area of the comprehensive transportation hub, as the image window of the Haiyan roll showing the most wonderful plate, and the first bright color on the bright pearl on the north shore of Hangzhou Bay. The control and guidance requirements are put forward for the key areas of the northern new city, which are mainly divided into two core areas: the core area of science and technology innovation in the north of the city and the core area on both sides of the Zaoyuan Port. Among them, the core area of Science and Technology Innovation in the north of the city is positioned as a national-level science and technology enterprise incubator and the north CBD of Haiyan City with the function of science and technology innovation culture; the core area on both sides of the Sooyuan Port is positioned as the golden waterfront of Haiyan and the green axis of urban ecology.
