The human resources service industry is an important category of modern service industry that provides human resources flow allocation services for economic and social development, and is of great significance for promoting socialized employment, better exerting the advantages of China's human resources, and serving economic and social development. Since the Eighteenth National Congress of the Communist Party of China, the development of China's human resources service industry has achieved remarkable results, but there are still problems of unbalanced development and low overall level in terms of total scale, service function, service quality, degree of specialization, and international competitiveness. In order to accelerate the high-quality development of the human resources service industry, the following opinions are proposed.

First, the general requirements

(1) Guiding ideology. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th CENTRAL Committee, based on the new development stage, implement the new development concept, serve to build a new development pattern, focus on the implementation of the employment priority strategy, the talent power strategy, and the rural revitalization strategy, with the promotion of employment as the foundation, further improve the level of human resources services; improve the efficiency of the allocation of human resources elements as the guide, and promote the extension of the industry to specialization and high-end of the value chain To cultivate and expand the strength of human resources services as the starting point, to further form a new momentum for development; to build a high-standard human resources market system as the goal, to create a multi-level, diversified human resources market pattern. Accelerate the construction of a human resources service industry system with Chinese characteristics, and provide strong support for improving the comprehensive competitiveness of China's economy, continuously improving people's livelihood, and promoting high-quality development.

(2) Basic principles

Persist in promoting employment and serving talents. Give full play to the unique advantages of the human resources service industry in matching supply and demand, professional and efficient, effectively solve the structural contradictions of employment, improve the professional quality of workers, and promote the smooth flow of talents and optimize the allocation.

Adhere to market leadership and government promotion. Give play to the decisive role of the market in the allocation of human resources, give better play to the role of the government, improve the human resources market system, and break down the institutional and institutional obstacles that hinder the high-quality development of the human resources service industry.

Adhere to the improvement of policies and optimize services. Improve the policy system for the development of the human resources service industry, continuously improve the ability of human resources services, realize the effective guarantee of public services, the quality and efficiency of market-oriented services, and better meet the growing demand for human resources services.

Persist in strengthening standardization and innovative development. (3) Development goals

Cultivate 50 backbone leading enterprises. There are about 30 state-level human resources service industrial parks.

——Service capabilities continue to increase. Human resources service products are better and of higher quality. It is more efficient to match the supply and demand of human resources. Public services and operational services complement each other and develop in parallel. The overall competitiveness of the industry and the ability to allocate global resources have been significantly enhanced.

The industry development pattern with perfect functions and reasonable layout has basically taken shape.

2. Key tasks

Strengthen the protection of intellectual property rights and improve the level of creation, application, management and service of intellectual property rights in the field of human resources services. Support leading human resources service enterprises to become stronger and better. Accelerate the cultivation of a number of small and medium-sized human resources service enterprises that focus on their main business and specialize in new and special innovations.

(5) Continuously strengthen the role of human resources in supporting high-quality economic development, and further promote coordinated development. Deepen the structural reform of the supply side of human resources, build an industrial system for the coordinated development of human resources with the real economy, scientific and technological innovation, and modern finance, and continue to cultivate and transport talents for new industrialization, informatization, urbanization, and agricultural modernization. Promote the deep integration of human resources service institutions into the manufacturing industry chain, and provide accurate professional services around the advanced foundation of the manufacturing industry and the modernization of the industrial chain. Encourage human resources service institutions to innovate capital operation models under the premise of legal compliance, risk controllability and commercial sustainability. Implement the human resources service industry to help rural revitalization plan, coordinate the allocation of urban and rural human resources flows, add strength to the construction of labor service brands, and promote the revitalization of rural talents. Focusing on key groups and key industries, implement employment promotion plans for human resources service industries, and provide lifelong vocational training and employment services to workers. Promote the mutual promotion and coordinated development of public human resources services and operational human resources services. Deepen east-west collaboration in the field of human resources services.

(6) Improve and perfect the system of high-level human resources service industrial parks, and further promote the development of agglomeration. Focusing on the major national regional strategy, relying on central cities, we will continue to cultivate and build a number of state-level human resources service industrial parks in national-level new areas, high-tech industrial development zones, economic and technological development zones and other industrial agglomeration areas. Support the construction of provincial and municipal human resources service industrial parks in qualified localities. Develop a professional and industry-based human resources market, and comprehensively promote the construction of various labor markets, talent markets, and gig markets. Encourage human resources service institutions to participate in the operation and management of industrial parks, and explore operation and management models that conform to market laws, adapt to development needs, and operate flexibly and efficiently. Broaden the functions of industrial parks and support the construction of public training bases in eligible parks. Encourage human resources service industrial parks at all levels to build platforms for exchanges, docking, cooperation and development.

(VII) Strive to promote human resources services to help jointly build the "Belt and Road" and further promote open development. Expand the opening up of the field of human resources services to the outside world, and deeply integrate into the global talent chain, industrial chain and innovation chain. Strengthen international exchanges and cooperation, and actively introduce international advanced human resources service enterprises, technologies and management models. Carry out the "Belt and Road" human resources service action, encourage qualified human resources service institutions to set up branches in the countries that jointly build the "Belt and Road" and build a global service network. Under the framework of the Belt and Road Forum for International Cooperation, promote the holding of the International Cooperation Forum on Human Resources And Service Industries. Accelerate the development of trade in human resources services, and explore the construction of a national human resources service export base. Actively participate in global governance in the field of human resources, and reflect China's wisdom and propositions in the formulation of international rules and international standards.

(VIII) Pay close attention to the construction of a high-standard human resources market system and further promote standardized development. Improve the management regulations of the human resources market, and implement ex post facto supervision measures such as "double random, one disclosure", and annual report publicity. Carry out actions to build a high-standard human resources market system, strengthen market management and labor security supervision and administrative law enforcement, clean up and rectify the order of the human resources market, and rectify illegal labor intermediaries. Standardize the development of human resources services such as online recruitment, and standardize human resources services such as labor dispatch, human resources service outsourcing, and online training. Focusing on strengthening the social security of workers, we will strive to solve the problem of lack and inadequacy of guarantees in labor dispatch and labor outsourcing, and safeguard the legitimate rights and interests of workers. Establish and improve the human resources data security management system, explore the implementation of classified management and risk assessment of human resources data, and prevent data leakage and abuse. Strengthen human resources market monitoring and forecasting and risk early warning. Complete credit appraisal standards for human resources service establishments, strengthening industry credit oversight.

3. Policy measures

(9) Implement financial support policies. Encourage local governments to make overall use of existing funding channels to support the development of the human resources service industry. Encourage human resources service institutions to undertake projects such as the introduction of talents, talent flows, and talent services transferred by the government in an orderly manner, and enjoy subsidies in accordance with regulations. Human resources service establishments that absorb the employment of key groups shall enjoy social insurance subsidies in accordance with regulations. Where commercial human resources service establishments provide employment and entrepreneurship services to key groups, they shall enjoy employment and entrepreneurship service subsidies in accordance with regulations; where employment probation is carried out, employment probationary subsidies shall be given in accordance with regulations. Human resources service establishments with training qualifications carry out vocational skills training, and meet the relevant conditions for vocational skills training subsidies, are to be included in the scope of subsidized training in accordance with regulations.

(10) Implement preferential tax policies. Implement preferential tax policies to support the development of the human resources service industry, and do a good job of policy publicity and tax counseling. Human resources service institutions that meet the conditions stipulated in the current policies may enjoy policies such as fiscal and tax incentives for small and micro enterprises. Human resources service institutions are encouraged to participate in the appraisal of high-tech enterprises, and those who meet the relevant standards and are identified as high-tech enterprises may enjoy relevant preferential tax policies in accordance with regulations.

(11) Broaden investment and financing channels. Promote human resources service institutions to raise funds through listing, issuing collective trusts, and corporate credit bonds such as corporate bonds, corporate bonds, and private placement bonds for small and medium-sized enterprises. Encourage equity investment funds and venture capital enterprises to invest in human resources services, and support banks and other financial institutions to carry out investment and loan linkage. Encourage social capital to enter the field of human resources services through sole proprietorship, joint venture, acquisition, equity participation, joint venture, etc.

(12) Improve government procurement of services. Increase the intensity of government procurement of human resources services, include human resources services in the guiding catalogue of government procurement of services, clarify the type, nature and content of government procurement of human resources services, and promptly carry out dynamic adjustments. Encourage the introduction of urgently needed talents through the purchase of specialized human resources services, promote the transfer of rural labor force to employment, serve rural revitalization and other public welfare service matters. Carry out actions to enhance the brand value of human resource services, develop a number of brands that can display the image of Chinese resource services, and support human resource service institutions to participate in the directory of key enterprises and high-tech enterprises in the service industry in the region. Strengthen the standardization of human resources services, continue to improve the national standard system for human resources services, and increase the publicity and implementation of standards. Improve the statistical survey system, optimize the statistical classification standards and indicator system. Continue to hold the National Human Resources Service Industry Development Conference, encourage the holding of innovation and entrepreneurship competitions and other activities, and create an industry display and exchange, docking and negotiation platform.

(14) Strengthen talent guarantees. Strengthen the training of leading talents in the human resources service industry, carry out training and training for senior management personnel, and create a high-level leading talent team and innovation team. Complete the review system for professional titles in human resource management. Relying on existing resources, build a number of human resources service training bases and training bases, and accelerate the training of backbone talents and basic talents in the industry. Build a think tank in the human resources service industry, and strengthen strategic, theoretical, and basic research. Strengthen the construction of social organizations in the human resources service industry, and give play to the role of promoting the development of the industry and promoting industry self-discipline.

All localities and relevant departments should attach great importance to the development of the human resources service industry, strengthen scientific planning, implement input policies, improve work mechanisms, and promote the implementation of tasks.
