Today (November 15) morning, Qin Guowen, secretary of the Hengyang Municipal CPC Committee, met with Wang Zhigang, secretary of the party leading group and director of the Provincial Civil Air Defense Office, and his party, and the two sides conducted in-depth exchanges and discussions on implementing General Secretary Xi Jinping's important instructions and requirements for civil air defense work, promoting national defense mobilization and civil air defense reform and development, and doing a solid job in civil air defense work in the new era. Qin Guowen welcomed the arrival of Wang Zhigang and his entourage, thanked the Provincial People's Air Defense Office for its long-term concern and support for Hengyang, and briefly introduced the civil air defense work in Hengyang. Qin Guowen said: Hengyang has always been a transportation fortress and an important military town, and the municipal party committee and the municipal government have always attached great importance to civil air defense work. The 12th Municipal Party Congress depicted a blueprint for the implementation of the "three highs and four new" strategy and the promotion of the construction of "three strong and one", and proposed to build a regional emergency response center to improve the awareness of disaster prevention and reduction and the ability of self-help and mutual assistance of the whole people. Hengyang will firmly establish the overall concept of national security, profoundly understand the importance of civil air defense work, find the right entry point, organically combine the construction of civil air defense projects with urban construction, strive to integrate civil air defense work with economic and social development, solidly promote the construction of a modern civil air defense system, and make overall plans to enhance the strategic, social, and economic benefits of civil air defense construction. It is hoped that the Provincial Civil Air Defense Office will, as always, support the development of Hengyang and promote the civil air defense work in Hengyang to a new level.

Wang Zhigang fully affirmed the city's civil air defense work. He said that the Provincial Civil Air Defense Office will conscientiously implement the national strategy for civil air defense, give full play to its work functions, actively support Hengyang in promoting national defense mobilization and civil air defense reform and development, accelerate the construction of Hengyang's evacuation areas, and participate in improving rural infrastructure and living environment while realizing combat readiness functions such as evacuation and resettlement, so as to help rural revitalization.
