Located at No. 49 Qingdao Road, Poyang Street, Hankou, the Jingming Building was originally a Jingming Commercial Company, which became an apartment for foreigners after the victory of the Anti-Japanese War, and the residents were mostly Americans, followed by the British and Jews, so the US military in China also located the Temporary Guest House of the Air Force.
On July 22, 1948, the American Lifu, who was then the deputy manager of the Hankou branch of Mobil Oil, was transferred back to China, and major George of the US Air Force and others decided to prepare a farewell ball for him. So George approached the Filipino musician Nan Lam Bin and asked him to prepare a musical accompaniment for the next Saturday, August 7, and invited Chinese women to be the dance partners, and specifically asked that only women be invited.
After receiving the honorarium, Nan Xianbin gave the job of finding a dance partner to Kranz, a Filipino in the same band, and Krauz asked his Chinese wife, Zhang Yueming, to find a female dance partner. Through various relationships, Zhang Yueming found a total of 5 dancers such as Sally and Cao Xiuying, and promised to pay 20 million French dollars per person afterwards.
However, the number of female companions found at this time was still not enough, and the dancer Cao Xiuying and Klaus's wife Zhang Yueming invited a total of 9 acquaintances, the official, Mrs. Shang, and her daughter.
On the evening of August 6, 1948, George, an American officer, sent two cars to pick up the band and 15 dance partners, including Zhang Yueming, to the Jingming Building. Of the 15 women, the oldest is 32-year-old dancer Cao Xiuying, and the youngest is his daughter, who is only 15 years old. At this time, all the women who attended the ball thought that it would be a very ordinary dance, and no one was wary of anything.

It was 9:30 p.m., and George walked to the center of the dance floor and, after a brief speech, announced the official start of the dance. At the same time, Lifu's servants, following his advance instructions, locked the elevator at the beginning of the ball.
In the beginning, these foreigners and American soldiers pretended to be gentlemen and just danced. By the time the band left, it was past midnight, and the only people who had not left at this time were Tan Guiying, Xiong Jie, and Sally. All three were unable to leave because of alcohol (Xiong Jie recalled drinking not much, but after drinking, he was dizzy and unconscious), and then the three were dragged into a room and brutally raped by the U.S. military and aliens present.
According to Tan Guiying's recollection, she was first dragged into the room, and escaped from the room after being raped and defiled by a foreigner. At less than one o'clock in the morning on the night of the incident, the dancer who luckily escaped coincidentally accompanied the mother of the dancer Sally who did not escape to the Hankou police station to report the crime. The police station then sent police officer Ma Buyun to lead three police officers to the scene of the crime by bicycle, at this time it was more than three o'clock in the morning, and they met Sally and Tan Guiying, who had just come out of the Jingming Building, dressed in disheveled clothes and disheveled hair.
Ma Buyun immediately entered the building to investigate the situation, and when the foreigners living here saw the Chinese sheriff, they repeatedly blocked their entry, and after several twists and turns, Ma Buyun entered the venue where the ball was held. At this time, only Major George of the United States Air Force remained, and of course he did not wear a military uniform. The house was a mess, with cigarette butts, wine bottles and other garbage, which was also mixed with pieces of women's clothes and women's underwear.
But knowing that the Americans had committed the crime, and that there were US Air Force people among them, Ma Buyun did not know how to do it for a while, did not make any intention of arresting or summoning an investigation, and turned and went downstairs. Subsequently, Ma Buyun explained to Sally and Tan Guiying, who were waiting downstairs, that the matter involved "allies" and did not dare to "check" and "inquire" without authorization, and needed to ask their superiors and then leave.

As soon as the News from Hankou came out, in the face of this major case of national shame, the Chiang Kai-shek Government tried to keep it secret, and major newspapers throughout the country, such as wen wei po and ta kung pao, reprinted and published articles one after another exposing the crimes of the US military and overseas Chinese, and denouncing the Chiang kai-shek government for keeping silent about this matter and attempting to shield criminals. For a time, this incident was well known in major cities in China.
Previously, in December 1945, in Beiping, there was a case of the rape of female students of Peking University by THE US troops stationed in China, and it was finally closed, and the US soldiers who committed the crime were not punished in any way. In order to avoid the case ending like this, all sectors of society began to put pressure on the Hankou government. Under pressure from many parties, the Hankou Police Department began to investigate.
Seeing the situation expanding, the US Consulate in Hankou was very alarmed and immediately sent a secretary to the municipal government to discuss related matters. However, the Chiang Kai-shek government betrayed the country and sought glory, admired the foreign country, and expressed to the US side that the government respected allies, and when the United States learned of the attitude of the Chiang Kai-shek government, it became fearless. Li Fu, manager of the Mobil Oil Hankou Company, major of the US Air Force, George, and other main criminals left Han under the cover of the Chiang Kai-shek government.
Before the Hankou Police Department issued the investigation report, in a letter to Ren Jianpeng, the director of the Hankou Police Bureau, he blamed the Chinese women who were victimized, reprimanding the media for the fact that the relevant reports were not true, and the matter was only a dispute between the two sides over the issue of dance funds, which was falsely accused by the Chinese dancers. Ren Jianpeng, who was a charmer, actually handed over this letter to the Criminal Division for reference when issuing the report.
Soon, on August 17, 1948, an investigation report distorting the facts was issued, which did not mention george, Lifu and other premeditated organizations of the ball, but attributed the fault to Xiong Jie, Lisa and other dancers' clothing was too exposed, and the consort dancing was too tempting, and the final incident was caused by the women attending the meeting to let themselves go wild and the language barrier.
The report also cited the fact that most of the women of good families left the ball shortly after the ball, leaving the last few victims for impure purposes. The whole report is completely shielding the crimes of the US military and foreign nationals, shamelessly blaming the victims.
But in fact, there are reporters secretly investigating, the raped people in the ball are not the last three people to appear, these three people only happened to be met by the police who rushed to meet, they had to announce the incident, but even so, only Tan Guiying, who happened to be bumped downstairs by the police, admitted to being raped, and the rest Xiong Jie and Lisa did not admit it personally, and none of the wives and ladies who left the scene in advance stood out.
As soon as this report came out, public opinion was in an uproar, accusing the Hankou Police Department of harboring foreigners. When it was learned that the suspect had gone abroad, it detonated public opinion in an instant. Under the pressure of public opinion, the Ministry of the Interior of the Chiang Kai-shek Government issued a directive to the Hankou Municipal Government to "review" the case, and then pretended to go to Hankou to investigate in conjunction with the Ministry of Foreign Affairs, the Control Yuan, and the Supervision Bureau of the Ministry of National Defense.
The final investigation ended with the Hankou government unwilling to intervene and the absence of a defendant. The chief of the Hankou City Police Bureau claimed: "Since the victims are reluctant to come forward, it is not convenient for this bureau to catch the wind and catch the shadows, and it is not appropriate to spread the defendants." Zheng Dalun, chief procurator of the Hankou City District Court, also publicly declared to the media: "The victim Tan Guiying and others are unwilling to tell, and who is the perpetrator, and it cannot be accused and understood, and there is no way to investigate." ”
In response to a media question, Mayor Xu Huizhi of Hankou City said: "This matter is too indignant, but the victims are afraid to come forward, and it is not easy to deal with, so there is no plaintiff, no plaintiff, it is not easy to protest, and it is not easy to deal with." This is a good thing done by the Americans, and what can be done? It is better to turn big things into small things, and small things to turn things into nothing. You don't have to visit much, and there's no reason to post this kind of news. ”
All these remarks made by senior officials of Hankou in the Chiang Kai-shek Government are self-deception and deception, and they have been vainly trying to "turn big things into small things and small things into small things." This shows that their faces are ugly. Claiming that there is no plaintiff, but the media itself has found out a lot of information from the government, and the victim Tan Guiying has no way to file a complaint, so he has to keep speaking out in the media and requesting severe punishment for the murderer.
In the face of the media that rushed to report and criticize the Chiang Administration's insult to the national system, the Chiang Government blindly suppressed and "exhorted," saying that the Sino-US alliance was a big deal and that it was forbidden to expand the situation and affect "Sino-US diplomatic relations." In subsequent reports and reports, the words of rape and U.S. troops were also avoided, but the case was declared as an adulterous dance case, and suspects such as U.S. troops stationed in China were called foreigners.
The Chiang kai-shek government, which eventually released the US military and foreign nationals, had no choice but to act in the final conclusion of the case, arresting Zhang Mingyue, Yang Yulin, Liu Baoshan, Zhang Jibin, Cao Xiuying, and five other people for the crime (according to the media investigation, Zhang Mingyue and Cao Xiuying were also victims), and the five people were finally given different punishments as introduced at the beginning of the article.
