He Bin, male, Han ethnicity, native of Anyang, Henan, university degree, born in February 1963, began working in September 1983, joined the Zhi Gong Party in June 2004.
From September 1983 to November 2004, he served as an engineer of the Provincial Institute of Environmental Sciences, the director and engineer of the Environmental Spatial Information Center, the director of the Information Center, the senior engineer and the director.
From November 2004 to March 2014, he was the president of the Provincial Academy of Environmental Sciences (during which time, in June 2012, he was appointed vice chairman of the Yunnan Provincial Committee of the Zhi Gong Dang);
