After investigation, Meng He, as a leading cadre who is a party member, has lost his ideals and convictions, has a weak sense of discipline, is not honest with officials, accepts gifts in violation of the law, engages in profit-making activities, and works part-time to get paid; violates the discipline of life; and takes advantage of the convenience and influence of his relatives' positions to seek benefits for others in contracting enterprise projects, and accepts huge amounts of money and property.

Meng He seriously violated the party's honesty discipline and life discipline, constituted a serious violation of the law and was suspected of jointly accepting bribes and using influence to accept bribes, and did not restrain or accept after the Eighteenth National Congress of the Party, which was serious in nature and had a bad impact, and should be dealt with severely. In accordance with the "Regulations on Disciplinary Punishment of the Communist Party of China," the "Supervision Law of the People's Republic of China," the "Law of the People's Republic of China on Government Sanctions for Public Employees," and other relevant provisions, after the meeting of the Standing Committee of the Baotou Municipal Discipline Inspection Commission studied and reported to the Baotou Municipal Party Committee for approval, it was decided to give Meng He the punishment of expulsion from the party; the Baotou Municipal Supervision Commission would cancel the benefits he enjoyed in accordance with the regulations.
