On the morning of November 5, the Xiegang Chengguan Branch received feedback from the town traffic police brigade that a suspicious van was found on the road in front of the Dahou Village Committee suspected of transporting "black gas". After receiving the report, the law enforcement personnel of the Xiegang Sub-bureau arrived at the scene at the first time, and after on-site investigation, the suspicious vehicle stored expired gas cylinders, and the personnel involved in the case confessed to their unlicensed transportation of gas, and temporarily withheld all 8 bottles of illegal cylinders on the spot in accordance with the law. In the afternoon of the same day, the Xiegang sub-bureau received a report from the masses that there was a "black gas" den in the rental house no. 59 inner ring road of Xiegang Village, and the sub-bureau attached great importance to it, and the person in charge of the sub-bureau led the team to verify the situation with the town public security sub-bureau and the village committee of the subordinate village to the scene, and found that a large number of illegal cylinders were stored on the spot, there was a great safety hazard, and the gas business license was not obtained, and the Xiegang sub-bureau seized all the illegal cylinders on the spot in accordance with the law, a total of 70 bottles.

On the afternoon of November 4, about 45 people from the Xiegang Chengguan Branch, together with the Law Enforcement Section III of the Municipal Chengguan Bureau, the Town Public Security Sub-Bureau, and the Traffic Sub-Bureau, formed a joint law enforcement action group to carry out a surprise operation to crack down on "black gas". In order to ensure accurate strikes, the Xiegang sub-bureau specially arranged for plainclothes to carry out "white plus black" 24-hour tracking and platooning, and through several consecutive days of squatting, it was found that there was a suspicious "black gas" nest in the rental house at No. 38 Zhenxing Avenue in Xiegang Town. When Li Jianliang, chief of the third section of law enforcement of the Dongguan Municipal Chengguan Bureau, and Xiong Hailin, director of the Xiegang Branch Bureau, led the joint law enforcement action team to the above-mentioned rental house, they found a suspicious truck parked at its entrance. After on-site investigation, the suspicious vehicle stored a large number of gas cylinders from other cities, there was a great safety hazard, the personnel involved in the case confessed to their unlicensed gas operation, and the joint law enforcement action group temporarily seized all 56 gas cylinder cylinders on the spot in accordance with the law.
