Construct a four-level governance system of "urban transportation center - disposal grid - autonomous grid - micro grid", divide the jurisdiction into four disposal grids that fully correspond to the public security police responsibility area, and have a total of 46 autonomous grids under the jurisdiction of 14 neighborhood committees, 5 village committees, 22 street surfaces, and 5 buildings, each "grid" as the smallest combat unit of urban governance, injecting law enforcement, custody and social forces, realizing the determination of personnel, posts and responsibilities, and relying on the urban fine management training base to carry out full-coverage and all-round personnel training. Form a joint force for urban governance and create a "general practitioner-style" urban governance team.
In Xinhong Street, "general practitioners" never sit passively, but take the initiative to go to the clinic. In a daily inspection this year, the Xinhong Street Grid Force found the "hollow" hidden danger of a section of the municipal pipeline road in the area, launched the integrated command of emergency disposal at the first time, checked the disposal personnel to form a government affairs WeChat group, the system pushed the notification to the emergency response of the relevant functional departments, and the relevant personnel rushed to the scene in time to organize an investigation, and determined that there was a large area of "hole" under the road section, and there was a risk of collapse at any time. Therefore, the emergency plan was immediately launched to eliminate the major hidden dangers of "road collapse and people and vehicles falling into the pit".
In Xinhong Street, "general practitioners" actively "pre-examination" and accurately "treat" through information means. On the "one network unified management" information platform of Xinhong Street, all kinds of management elements "one map" real-time display of personnel distribution, vehicle driving trajectory, underground pipeline distribution, handheld mobile terminals and other elements, relying on the government Affairs WeChat "unified whistle", to achieve rapid "joint logistics linkage", to achieve emergency visual command, each department is a "general practitioner", through the active "pre-examination", timely troubleshooting of hidden dangers, and relying on information application scenarios, take measures to accurately "treatment".
At present, 17 types of "application scenarios" such as "intelligent smoke sense", "intelligent elevator" and "illegal stop geomagnetism" have been developed, bringing together 10567 "sense of the city", dispatching more than 1100 street surfaces and community videos, 2 eagle eyes and 2 cloth control balls, focusing on "people, things, movements and states", and gradually converging decentralized, fragmented and shareable data into three-dimensional and visual signs indicators that perceive the operation of the city. To achieve online "hearing and seeing", offline collaborative linkage, efficient disposal of one thing, in the whole process of system integration, data empowerment, scene traction, grid portrait, process reengineering, to achieve the organic collaboration of "view, management, prevention, and treatment".
