Tianjin Gathers Youth, Serves Youth, and Unites Youth: Let Grassroots League Organizations "Strengthen Their Bodies"

This year, the Tianjin Communist Youth League focused on the key issues and deep-seated problems in the grass-roots construction of the League, vigorously grasped the construction of the grass-roots organization style, and unblocked the "nerve endings" of the League.

Located on the shore of the Bohai Sea, the new economy of Tianjin Binhai New Area has gathered, and strategic emerging industries have sprung up, attracting a large number of young talents to gather here.

The Binhai New District Committee of the Tuanbin District solidly promoted the Haihe "Qing" listening and practice activities, and the survey statistics show that there are more than 15,000 non-public enterprises in the region, more than 400,000 employees, and more than 540 social organizations. The number of foreign youth is large, the mobility is relatively strong, urban integration, partnership, social education has become the "short board" in youth work, in the area of more than 2,000 square kilometers to carry out work, the league organization is facing the problem of "too many points to grasp, line length can not grasp, wide coverage is not complete" problems.

Based on regional reality, the New District Committee of Tuanbin District has explored the working method of "one main line, six grippers, and three platforms", weaving a three-dimensional network to narrow the distance between grass-roots League organizations and league members and youth.

The whole region has established three levels of "two new" league working committees, regiment general branches and joint regiment branches at the district level, streets and towns, functional areas, and villages, and full-time and part-time league cadres at all levels have entered the "two new" league organizations to achieve refinement, standardization, and informatization of service management.

The city's first Internet industry league working committee was established not long ago. In view of the characteristic development needs of young people in 16 Internet enterprises, the Youth League Working Committee took the initiative to use new media to dialogue with them, and carried out special activities such as network security vocational skills competitions, party history study and education orientation runs, and youth friendship to unite the youth group.

Combined with the relatively scattered status quo of the jurisdiction, the high-tech zone subdivides the 3 parks into 19 areas, and each area has 1 liaison officer, and each liaison officer is responsible for contacting and docking 30-35 enterprises, so as to realize the grass-roots group service management grid of combination of blocks, horizontal to edge, and vertical to the end.

In order to bring together young people scattered in various parks and buildings, the Tuanbin New District Committee has explored a new path for the establishment of parks, industrial chains, partners, buildings and large talent agencies with leading enterprises. Taking the construction of the regiment organization of FAW-Volkswagen Tianjin Branch as a sample, the Youth League Committee of the Economic Development Zone promoted the establishment of regimental organizations by upstream and downstream enterprises and human resources companies, and at the same time solved the problems of transferring and managing the organizational relationship between the regiment members and regiments in the form of labor dispatch and employment.

Today, the action of promoting the full coverage of emerging fields by the league organization has been fully rolled out in 16 districts and counties of Tianjin. All districts have set up "two new" organization league work committees; in the transportation, Internet, online car-hailing, express delivery, catering services and other industry systems where youth are concentrated, one by one, league organizations have been established; among the non-public enterprises that have established party organizations in the city and meet the conditions for building the league, the league building rate has reached 97.5%; and the density of organizations in the city's social field has increased from 45.6 per 10,000 young people to 63.1.

Strong Forces The party and the caucus jointly build and set rules and regulations

The coverage of the regiment organization is not extensive, the post allocation of regiment cadres is insufficient, and there is a gap in the effectiveness of the training of the regiment cadre team... At the annual work conference on party building and team building in Tianjin Beichen District, the then deputy secretary of the Beichen District CPC Committee ruthlessly pointed out the conspicuous problems existing in the league organization at present. Sitting under the stage sat the secretaries and deputy secretaries of the party (work) committees of various towns and streets, the leaders in charge of the party organizations of the units directly under the district, the secretaries of the party organizations in the villages, and the secretaries of the league organizations at all levels in the whole district.

Xu Yan, secretary of the Beichen District CPC Committee, said that only by facing the problems head-on can we accurately solve the main contradictions and prominent problems that restrict the development of the regiment organization. Focusing on the problems exposed by the construction of the named grass-roots organizations, the grass-roots party committee will take the lead in rectification and reform, take the initiative to dock with the district party committee office, the organization department of the district committee, and the supervision office of the district party committee, and incorporate the work of the Communist Youth League into the main responsibility assessment of the strict management of the party in the whole region and into the performance appraisal; at the same time, give sufficient financial guarantees, that is, the annual work funds of towns and streets are not less than 50,000 yuan.

At present, these prominent problems are being targeted rectification and improvement, and stage progress has been made. With the support of the Organization Department of the District Committee, Beichen District issued a series of documents such as "Party Building with Team Building", "Promoting Excellence into the Party", and "Training for the Qingma Project", from high standards and high quality to selecting and matching village and community league organization teams, to strengthening the party's leadership over youth work, improving the construction of grass-roots league organizations, strengthening the construction of the cadre team of league members, doing a good job in team building in key areas and optimizing the guarantee mechanism, and introducing 13 working mechanisms in 5 aspects, so as to promote the sustainable development of the league organization.

This is a microcosm of the comprehensive promotion of the work of grassroots party building and team building in Tianjin. At present, the city's 16 districts have completed the team building work into the district-level party building assessment, performance appraisal or implementation of the strict management of the party's main responsibility assessment, and clearly assigned points, to achieve grass-roots party building with more accurate and powerful team building.

Gathering resources gather young people and serve young people

Since September, the Youth League Xiqing District Committee has launched the "Young Talents Volunteer Program" to prepare to excavate, cultivate and absorb a large number of young volunteer talents with professional and vocational abilities and comprehensive quality capabilities.

This is a new attempt at regionalizing team building. Li Ying, secretary of the Youth League Committee of the Youth League, introduced that how to help a large number of young people with high academic qualifications find a path for development in the district is a problem that the league organization has been thinking about. Haihe "Qing" listened to in-depth research and found that many young people have enthusiasm and dedication, but they can't find a platform to display their talents; at the same time, the volunteer services organized by the league are more and more professional, but they can't find suitable talents.

Relying on the Regional Youth Work Committee, the Communist Youth League of Xiqing District focused on the central work of regional development such as helping rural revitalization, investment promotion, scientific and technological innovation, and pension service improvement, and sorted out the needs of professional volunteer service talents in related fields. On this basis, through cooperation with colleges and universities, municipal organs, state-owned enterprises, and social organizations in the district, the League organizations recruit young volunteers in a targeted manner, and deepen the cooperation between league and education, the cooperation between league and enterprises, and the links between youth and youth, establish a talent pool, and provide a platform for young people to display their talents and make meritorious achievements as much as possible.

The story of revitalizing regional high-quality resources and using brand activities to find and retain young people can be seen everywhere in youth homes throughout the city. Liu Juan, a young post-85s youth, is a young parent of the Four Seasons Flower City community, and in her spare time, she will go to the youth home to tell stories to the children in the community.

Like her, many of the volunteers in the Youth Home are young parents. Five years ago, the volunteers set up the "Flower City Story Club" public welfare society, and actively contacted the young volunteers of Tianjin University and Tianjin Normal University to join. Today, it has become a popular "weekend children's story party" for residents, with more and more young volunteers joining it, and the content of the activities has also extended to cultural exchange lectures.

In order to form a long-term mechanism for regionalized team building, at present, 244 streets and towns in 16 districts of the city have set up regional youth work committees, and established consultation, resource integration, work linkage, information sharing mechanisms, etc. Li Long, secretary of the Tianjin Municipal CPC Committee, said that the ultimate purpose of changing the situation in which league organizations fight alone, linking resources in the broadest way, and allowing grass-roots league organizations to "strengthen their bodies and bodies" is to gather young people, serve young people, and unite young people more effectively.
