He graduated from the Department of Mathematics of Wuhan University in 1982 and taught in the Department of Economics and Management of Wuhan University after staying in Wuhan University; in 1984, he studied in the Department of Economics of the University of Illinois at Urban Champaign; and after receiving his ph.D. in 1989, he was hired as an economist by the Economic Development Research Center of the Asian Development Bank, responsible for the research of East Asian economy, interregional economic cooperation, Asian debt, and Asian financial markets In 2000, he was transferred to the Representative Office of the Asian Development Bank in China as Chief Economist, and in 2007, he was appointed Deputy Secretary-General of the China Development Research Foundation. Vice Chairman of the Ministerial Committee of the Graduate School of Chinese Min Bank. In December 2010, he was appointed executive vice president of Youcheng Entrepreneur Poverty Alleviation Foundation and president of Youcheng University. Adjunct professor of the Central Party School, Peking University, Wuhan University, Jinan University, adjunct professor, consultant of the financial advisory group of the Beijing municipal and Guangzhou municipal governments, director of the European and American Returned Scholars Association Chamber of Commerce, etc.

He is the author of "Asian Growth Triangle - A New Form of Interregional Economic Cooperation" (published by Oxford Press in 1994), "Indonesia-Malaysia-Thailand Growth Triangle - Theory and Practice" (published by Asian Development Bank Press in 1996), "Frontier Topics in Modern Economics" I, II and III (published by Commercial Press in 1989, 1992, 1996), and more than 100 papers on Macroeconomics, Sectoral Economy, Financial Reform and Education Reform in Asia and China.
