The stall economy caught fire overnight. The first thing that came to my mind was not that the two early stalls next to my house could be restored, but that I hoped that the next time I traveled to the aforementioned city, I would be able to meet the couple stall on the street. However, according to media reports, there are currently 27 cities in the country that have clearly proposed to encourage the development of the stall economy, and the name of this southern city has not yet been found.

The stall is called the fireworks of the world, which is very appropriate. From the village market, to the roadside stalls in the city, from daily consumer goods to early supper, it is the original taste of life that grows out of the land. I remember when I first came to Beijing, I asked for a wonton at a roadside stall, and the stall owner sprinkled layers of coriander on it as usual, and when I saw me carefully picking out one by one, my eyes were full of surprise, as if to say: Is there anyone who does not eat coriander?

While roadside stalls greatly facilitate urban residents, they also bring some problems to urban management. For example, the quality of consumer goods, although most of them are cheap goods, but also can not let inferior goods take advantage of the opportunity to sweep in. Another example is the hygiene of diet. The morning stall across the road from my house was always a patch of sewage along the curb. I have also witnessed two small shops fighting over the boundaries of the table and chairs where suppers are placed.

In recent years, the standardization and rectification of roadside occupation in various places, including roadside occupation, has played a very good role in enhancing the image of the city and the urban environment. Nowadays, the restart of the stall economy, in addition to providing convenience for urban residents, is more conducive to increasing the income of some residents and alleviating employment pressure in a special period such as this year. As for a small number of listed companies taking the opportunity to speculate on the "economic theme of the stall", this wind should not be boosted, and the exchange can quickly send an inquiry letter; and some Internet companies take the opportunity to rub hot spots, which is also very ridiculous.

The urban management issues brought about by today's encouragement of the development of the land stall economy also need to be re-answered. For example, the residential area was originally quiet, but suddenly there was a street stall outside the community, and it was still very lively at 11 o'clock at night, and even the quarrel after drinking could be heard. Night owls certainly have a good place to go, but residents who are accustomed to going to bed early are overwhelmed.

The stall economy should avoid the strange circle of "chaos as soon as it is released, and collected when it is chaotic". The Shanghai Municipal Chengguan Law Enforcement Bureau proposed in the "Guiding Opinions of the Shanghai Municipal Urban Management Administrative Law Enforcement Bureau on Optimizing the Business Environment" that it should cooperate with the local government and relevant management departments to scientifically set up night markets to guide the implementation of management entities and the implementation of merchant autonomy in night markets. Support characteristic small shops to carry out "external placement" operations, and implement refined management of external swing time and placement range. Very much in place.

It is generally believed that the stall economy belongs to the management category of "urban management". In fact, it is more of a concept of urban grassroots governance.

First of all, where stalls are allowed, as well as the time and scope of placement, should be discussed by the management departments such as urban management and the local government agencies such as the street office; the street office should listen to the opinions of the communities under its jurisdiction; and many communities will also solicit the opinions of the residents of the community. If there is any impropriety found in the actual work, it can be negotiated and improved at any time.

Second, the economic management of the stall should emphasize flexible law enforcement. Of course, law enforcement cannot be soft in the occurrence of problems such as the quality of goods and food hygiene that endanger health in the night market, and the phenomenon of serious fighting; but general disputes and complaints should still be based on education and reprimand. When it comes to the collection of taxes and fees, I personally recommend simplifying and reducing as much as possible.

Third, social forces should be involved in management. A feature of urban grassroots governance is the participation of social forces. I think of two roles, the first being the merchant autonomy mentioned in the aforementioned Shanghai document. Simply put, it is the self-discipline of merchants on the basis of the convention. For example, some large cities now have garbage sorting. Each merchant should sort the garbage produced by itself in strict accordance with the regulations, rather than waiting for the cleaning process to be disposed of. The community can send someone to supervise and guide.

The second is to play the role of the property company. This year's epidemic prevention and control, how the property company in the community is performing, at a glance. Some friends will say that the radius of the property company's management service is inside the community, and outside the red line is the matter of the community and the urban management. In fact, at this time, the property company can be allowed to "come out". If the stall location of the night market is in a residential area, the property company is also familiar with the situation outside the wall of the community, and only needs the authorization of the relevant department to extend the radius of its service by three meters; if it is in the commercial area, there is also a property company, which can also play a role.

Some experts say that allowing the setting up of stalls in commercial areas has a huge lethal effect on commercial real estate. This is one of the reasons why I recommend involving property companies in commercial districts in grassroots governance. If you push the neighborhood shops to come out at night to set up stalls, it will not only have no lethal effect on commercial real estate, on the contrary, it will become a kind of promotion. However, the boundaries of the management services (autonomy) of relevant market entities should be clear, and they also hope to be innovative.

The stall is not a new phenomenon in the city, but the stall economy is the epitome of urban grassroots governance. We cannot conclude that restarting the stall economy is only a stopgap measure; if it continues to develop and can manage the stall economy in an orderly manner, it must be a city with excellent grassroots governance. In this way, the stall is not only the fireworks of the city, but also the landscape of the city. Imagine how pleasant it would be if you were to travel or travel to a certain city, and its night market became a punching place.
