On the morning of September 26, in the factory area of Jiangxi Jinfeng Commodity Concrete Co., Ltd., the machine roared, and several large concrete mixer trucks were working intensively. In a tin room in the corner of the factory area, power generation equipment and diesel barrels are placed. After a while, the vehicles drove to the surrounding construction sites to provide concrete.

"On July 8 this year, the Gao'an City Large Town Power Supply Station carried out a power outage and rectification of the company, but the actual person in charge of the company, the contractor, Wen Min, privately built electricity production through diesel generators, and there was no fire fighting equipment at the scene, and the safety hazards were very large." Deng Hexi, the current legal representative of Jinfeng Company, said helplessly.

According to reports, Jinfeng Company was established in 2012, the initial legal representative is Wen Min, in 2016 changed to Deng Hexi. In August 2019, under the coordination of the Ayutthaya Development Zone Management Bureau, Jinfeng Company contracted the right to operate to Wen Min, who also became the actual controller of the company.

However, after the change in operating rights, Wen Min's series of moves surprised Deng Hexi and other shareholders of the company. "He has been making a 'zero declaration' of production to the statistics department, resulting in the company being excluded from the list of enterprises on the regulations by the relevant departments. More seriously, he has not paid taxes to the tax authorities, resulting in the company being blacklisted and his reputation and qualifications being severely affected. Deng Hexi said.

Deng Hexi's statement was endorsed by Yuan Maoping, deputy director of the Dacheng Development Zone Management Bureau. He told reporters that Jinfeng Company had always been a regulated enterprise before, and later because of the contradictions between shareholders, the company's public accounts were seized. "But now that the company is in production, it should be invoiced to pay taxes."

Yuan Maoping continued that Jinfeng Company has not paid taxes in the past two years, and the administration has also urged enterprises to pay taxes according to law, but Wen Min explained that there is no official seal and it is impossible to issue invoices. "We don't have enforcement authority to shut down businesses."

To this end, the reporter contacted Shang Wenmin, and the reply was that "the company's account was frozen and could not pay taxes." Now the electricity has also stopped, and the factory has no production. When the reporter continued to ask the reason, Wen Min said very impatiently: "I am contracted, and I have a problem to find the legal representative." ”

In fact, in response to the problem of tax evasion by Jinfeng Company, on July 23 this year, the Tax Source Management Unit of Gao'an Municipal Taxation Bureau issued a "Notice of Collection and Management Matters" to Jinfeng Company, indicating that the company contracted to Wenmin since August 5, 2019, and has not issued invoices and paid taxes since then, so please go to the tax authorities to handle tax-related matters before July 30 this year.

Why was the notice issued a few months ago and Hasn't Jinfeng Company fulfilled it yet? To this end, Jia Chunrong, director of the tax source management unit of the Gao'an Municipal Taxation Bureau, said that the issue is very complicated and involves disputes between the contractor and the legal person. "We have been handed over to the tax inspection department, and we need to go door-to-door to verify and then issue legal documents."

The relevant person in charge of the Second Inspection Bureau of Yichun Municipal Taxation Bureau explained that Jinfeng Company has not declared and paid taxes for many consecutive months and has become an abnormal business household. "We went to urge, but they couldn't get anything out, no one paid attention to the notice, and we couldn't do anything." If Jinfeng Company continues to do so, it can only be handed over to the public security department for handling. ”
