Abstract: This paper uses the data of the top 100 foundations and their auditors in China's net assets from 2005 to 2015, and examines the impact of auditor quality on foundation donation income by whether it is a substitute variable for the "top 100" comprehensive ranking of the China Annotation Association in that year. The results showed that: (1) overall, the quality of auditors has a significant role in promoting the donation income of the foundation in the next year; (2) the promotion effect of auditor quality on donation income only exists after the "Guo Meimei incident", which shows that a series of control measures introduced by China after the "Guo Meimei" incident have helped to enhance the role of auditing; (3) for individual donation income, there is no significant impact on the quality of auditors before and after the event; For institutional donation income, the role of promoting the quality of auditors after the incident is more obvious. <h1>1. Look at the governance of "zombie enterprises" from the perspective of financial supply-side structural reform</h1>

On February 22, the Political Bureau of the CPC Central Committee held the 13th collective study on improving financial services and preventing financial risks, and General Secretary Xi Jinping stressed when presiding over the study that the structural reform of the financial supply side was proposed for the first time. It is emphasized that it is necessary to "accurately and effectively deal with risks in key areas, deepen financial reform and opening up, and enhance the economic capacity of financial service entities." At present, the "zombie enterprises" that exist in some places not only do not have their own hematopoietic ability, but also affect the financial institutions that "supply blood" to them, dragging down the local economy. In order to promote the structural reform of the financial supply side and improve the efficiency and level of the real economy of financial services, it is even more necessary to release the misallocated financial resources from the "zombie enterprises". Combined with the audit situation in recent years, the author believes that the audit institution can start from three aspects to promote the clean-up and prevention of "zombie enterprises".

First, in the special fund audit, we should understand the information related to enterprises in a targeted manner. Some special funds for enterprises can be arranged in the annual audit project plan arrangement, while minimizing the impact on the production activities of enterprises, we can have an understanding of the current situation of local enterprise development, strengthen the investigation and investigation of the living conditions of enterprises in various places in a targeted manner, and provide suggestions and suggestions for local governments from the situation of effectively revitalizing land, equipment and other existing assets, resolving some overcapacity pressures, and reducing ineffective market supply. For example, in recent years, in the special audit of some major industrial development funds, as well as the audit and investigation of many enterprise-related funds such as venture capital guidance funds, small and medium-sized enterprise guarantee funds, and small and medium-sized real economy development funds, local auditing institutions have analyzed and reported some emerging problems found in them, and have played an active role in promoting the reduction of enterprise investment and financing costs.

The second is to strengthen the audit content of enterprises in the policy tracking audit. The biggest service object of the "decentralization service" reform is all kinds of enterprises, especially small and medium-sized enterprises, in the tracking audit of the implementation of major policies and measures organized by the higher-level audit organs, many of which involve enterprise issues, and the audit institutions can take this as an opportunity to carry out special audit investigations of "zombie enterprises" on the basis of financing investigations such as small and medium-sized enterprises. On the basis of finding out the overall number and distribution of "zombie enterprises", focus on the implementation of the disposal of "zombie enterprises" by relevant government departments, the actual number and disposal methods of enterprises, the implementation of relevant taxation, finance, land, finance and other policies in the disposal process, reflect the difficulties and problems in the disposal process, and promote the further standardization of policy implementation and accelerate the disposal of "zombie enterprises".

The third is to pay attention to the situation of enterprise-related policy funds in local fiscal and tax audits. In addition to the "blood transfusion" of financial channels, another major blood transfusion channel of "zombie enterprises" is local finance. In the audit of the implementation of the budget at the same level and the audit of the collection and management of local taxes, the intensity of the examination can be increased from the perspective of financial subsidies to enterprises and enterprises that have not declared and paid taxes for a long time. Block government departments from continuing to transfuse blood to "zombie enterprises", so as to reduce the burden and risk of government departments, increase the capital supply of high-quality enterprises, and provide audit services for the implementation of capacity reduction and economic transformation and upgrading. At the same time, the "zombie enterprises" that have been identified cannot be blindly "one size fits all". On the one hand, we should pay attention to the merger and reorganization of "zombie enterprises" and the transfer of property rights to prevent the private division of state-owned assets; pay attention to related party transactions to prevent improper transactions in the form of related party transactions; and pay attention to asset appraisal and other links to prevent the depreciation and loss of state-owned assets. On the other hand, for enterprises that have stopped production but have not yet completed the cancellation procedures, it is recommended to speed up the liquidation and cancellation, and in accordance with the legal procedures, timely handle the cancellation and registration procedures to prevent risks; formulate a treatment plan as soon as possible after the disposal of the land of the relocated enterprise; it is recommended to shut down the "shell enterprises" with no assets, no personnel and no business left over from history; for enterprises that are in trouble due to sudden problems, but whose assets and resources still have certain value, it is recommended that the Group take necessary support measures to help enterprises revitalize production. <h1>2. Give play to the role of the "third line of defense" to ensure the quality of audit reports</h1>

In recent years, China CITIC Bank has actively played the role of internal audit as an important means of corporate governance and the "third line of defense" of risk management, and promoted the improvement of the internal control system and the improvement of risk prevention level. This paper takes the special audit project of information technology carried out in 2016 as an example, analyzes the audit quality control of the whole process, improves the quality of audit reports, and promotes the transformation of audit achievements.

Audit project quality control measures

(1) A sound audit system is the basis for the implementation of project quality control

In 2016, the information technology special audit project carried out by the Audit Department of China CITIC Bank built up four levels consisting of audit charter, management measures, operating procedures and work templates in accordance with the internal audit standards, as well as a system system of more than 60 systems in 6 categories, including on-site audit management, off-site audit management, internal control evaluation management, audit quality management, audit center management and comprehensive management, standardizing the development of audit projects. It provides a solid institutional foundation for the quality control and quality evaluation system of audit projects.

(2) The whole process of audit quality control is the guarantee of the quality of the implementation project

The information technology special audit project starts from the project establishment, the project chief review begins to manage the quality of the project, and in the process of on-site implementation, the project meeting is held every day, focusing on the universality, major risks and hidden dangers, and the quality in the on-site inspection process is controlled and reviewed. At the same time, the quality control department sent personnel to participate in the regular meeting of the project from time to time, extracted some of the manuscripts and confirmation of facts on the spot for quality control, and communicated with the project team in a timely manner for the deficiencies found, ensuring that the project was completed on time and on schedule.

Based on years of audit practice experience, the audit department of China CITIC Bank has sorted out a relatively complete set of audit operation processes to ensure that each link has clear and standardized operation steps and quality target requirements, practice the "big quality control" audit management concept, and implement the whole process audit quality control. The standard audit operation process is solidified in the audit management information system, and the personnel involved in the audit project must operate in accordance with the standardized process. At the same time, a special quality control department is set up to perform quality control supervision duties, from project establishment to project completion, the whole process of participation. From the preparation of materials in the project establishment stage, to the completeness of project information entry in the on-site implementation process, the process of entering and exiting the meeting, the level of confirmation review, the completeness of the working papers and the adequacy of the supporting materials, the accuracy of the problem description and qualitative, the standardization of evidence collection and the effectiveness of communication, and then to the accuracy of the report description in the report stage, the style and format are all preliminarily examined by the system and reviewed by the personnel of the Quality Control Division, which ensures the quality of the audit project.

(III) Scientific audit work methods are a means to improve the quality of projects

At the beginning of the establishment of the information technology special audit project, the audit focus is determined in combination with the regulatory focus and the risk areas that have been found in the audit in previous years. In the preliminary preparation of the project, a large number of relevant materials were reviewed off-site, a solid analysis was carried out, and a clear audit plan was formulated. In terms of project organization and management, the audit team is composed of 10 personnel with rich experience in information technology auditing, and the audit team is trained in advance, familiar with the audit plan, and divided into 3 professional groups and a clear division of labor according to the expertise and audit focus of the personnel. In the on-site implementation stage, group interviews, verification, on-site verification of the relevant situation, daily summary will discuss the progress and doubts to ensure the full implementation of the audit plan and achieve key breakthroughs. Each working paper has been reviewed by the professional team leader, the chief reviewer and the team leader, and the quality is strictly controlled. Different opinions are put forward on the audit objects, and in addition to the on-site group discussion and consultation, a meeting of the leaders and personnel of the relevant departments is specially convened to reach an agreement on the issues that cannot be agreed.

Make full use of limited audit resources, scientific and rational allocation, and improve audit quality and efficiency. The project preparation process is risk-oriented, focusing on regulatory priorities and risk gathering points found in the previous audit, and prioritizing the allocation of limited audit resources to high-risk areas. In the on-site audit link, the team leader responsibility system is implemented, the responsible person is clarified, the key points of quality control in each link are firmly grasped, and the quality control efficiency is improved. Establish a "multi-level review" mechanism, on the basis of the "three-level review" of the project team, all departments and offices of the ministry through professional checks, from the program formulation, progress supervision, on-site supervision, report review, project evaluation and other links to matrix checks. Construct a closed-loop audit work model, that is, the annual audit project plan - audit project organization and implementation - audit found problems into the audit problem database - combined with the audit found problems to carry out internal control evaluation - according to the risk distribution of internal control evaluation to determine the next year's audit plan. Establish an audit reconsideration mechanism to provide a way for the effective resolution of audit objections, while protecting the legitimate rights and interests of audit objects, improve the quality of audit projects, and ensure the objectivity and fairness of audits.

Highlights of audit report quality

The report of the special audit project of information technology is divided into five parts: audit summary, basic information technology situation, main audit findings, follow-up audit situation, and audit conclusions. Among them, the audit summary introduces the basic situation of the audit, including the audit object, main content, time and manpower arrangement, audit basis, method and sampling situation; the main audit findings include problem characterization, problem description, violation of system regulations, etc.; audit conclusions evaluate the overall situation of the audit object and point out the main problems.

The report of the information technology special audit project as a whole reflects the audit work process and the results achieved, reveals the hidden risks of the audited units, and the audit recommendations are specific, clear and operable. The highlights of the audit report are:

(1) Reflect problems in high-risk areas

For example, in terms of business continuity management, the problem of "insufficient disaster recovery capacity of the disaster recovery center and the ability to take over the business in the event of a disaster", the problem of "high dependence on outsourcing" in outsourcing management, and the problem of "changing the risk of direct operation of the production host database" in terms of information security play an important role in improving the information technology management capabilities and risk control of the whole bank. At the same time, it is also in line with the regulatory requirements of the Banking and Insurance Regulatory Commission on information technology risks.

(2) Unify the characterization of normative issues

According to the risk point classification method of the "Guidelines for the Evaluation of Internal Control of Commercial Banks" of the Chinese Minmin Bank, the problems in various forms of expression are abstracted into problem characterization, which not only makes the more professional information technology problems easy to understand, facilitates the management and audit objects to more clearly understand the essence of the problem and recognizes the potential risks, but also can effectively promote the rectification work from the root causes and prevent repeated violations, such as "network access is not opened for admission control, network firewall policy is too large, access control is not limited IP address and port", etc. are abstracted "Inadequate network isolation and access control". 

(3) Carry out follow-up audits 

The project covers various fields of information technology such as information technology risk management, business continuity, outsourcing management, development and testing, operation and maintenance, and information security. Carry out follow-up audits, not only staying at the problems found, but also paying more attention to the follow-up audit of the rectification of the problems found in the previous year's audit, verifying the thoroughness of the rectification of the problems, and evaluating whether the rectification measures are timely, true and effective, so as to achieve the effective repair of internal control defects and continuously improve internal control.

The use of audit reports and the effectiveness of rectification

(1) Fully recognized by regulatory authorities and highly valued by management

The audit report was approved by the regulatory authorities after it was issued, and the "2016 Information Technology Regulatory Rating Opinions" of China CITIC Bank pointed out that the special audit of information technology, the audit inspection has a certain depth, the audit quality is better, and some prominent problems are exposed, such as insufficient disaster recovery capacity in different places, the risk of production data change is high, and the independent supervision role of the third line of defense is effectively played. At the same time, the audit report has also been highly valued by the management, and the relevant departments have comprehensively rectified and implemented their responsibilities to eliminate potential safety hazards as soon as possible.

(2) The rectification of audit issues was incorporated into the strategic planning of information technology

The audit report has played a great role in promoting the improvement of CHINA CITIC Bank's information technology management capabilities. The first is to enhance the importance of information technology by the whole bank. Some of the problems found in the audit were incorporated into the INFORMATION Technology Strategic Planning of China CITIC Bank for systematic rectification. For example, in terms of business continuity management, in view of the insufficient disaster recovery capacity of Xi'an Disaster Recovery Center, it is planned to add a Hefei data center. The second is to promote the strengthening of internal management of information technology departments. In response to the problems revealed in the audit report, the Information Technology Department of the Head Office held a special meeting to arrange the deployment of rectification work, formulated a problem rectification account, and implemented each problem to the specific responsible department and responsible person. Rectification is carried out not only from the operational level, but also from the deep internal control level such as systems and processes, including reconstructing 51 systems and processes, and using knowledge graph technology to manage the system. Further strengthen the control of information systems, carry out the construction of sensitive data protection projects for security aspects, organize bank-wide security inspections, improve quality management rules for system development and testing, and set up quantitative indicators such as project progress, project quality and safety, efficiency, and service, and conduct quarterly assessments.
