For public health emergencies contingency assessment, the author in order to solve the emergency decision-making information accuracy and diversity, not build trust in the Pythagorean fuzzy environment network, through the emergency influence factors evaluation of value similarity to update the initial trust relationship, given the simple Euclidean distance cannot describe the Pythagorean well distance measure between fuzzy sets,Referring to the improved distance measure based on triangle geometric center proposed in literature, the geometric center is used to balance the information content of each evaluation fuzzy value. The Pythagorean fuzzy number similarity measure constructed in this paper is shown in Equation (13) :
作者總結到在實際應急決策行為中,決策者往往會根據自己的主觀認知對其餘決策者生成初始信任關系,由于應急領域涉及廣泛的專業問題,需根據偏好相似度對信任關系進行修正,得到混合信任度。由于最終的混合信任度可以反映決策者的先驗認知、知識水準、相關領域的權威以及客觀的偏好評估資訊。是以,以初始信任度的信任期望值和偏好相似度确定決策者的權重值更符合應急決策的真實性,每位決策者的混合信任度總值為TD ,為了明顯展現決策者在混合信任網絡中的整體權威程度,對資料進行歸一化處理:
The author concludes that in practical emergency decision-making, decision makers often generate initial trust relationships with other decision makers according to their subjective cognition. Since the emergency field involves a wide range of professional problems, the trust relationships need to be modified according to preference similarity to get mixed trust.Because the final mixed trust degree can reflect the decision maker's prior cognition, knowledge level, authority in related fields and objective preference assessment information.Therefore, it is more consistent with the authenticity of emergency decisions to determine the weight value of decision makers based on the trust expectation and preference similarity of the initial trust degree. The total value of mixed trust degree of each decision maker is TD. In order to clearly reflect the overall authority degree of decision makers in the mixed trust network, the data are normalized:
