On April 26, the "Pre-qualification Announcement for the Construction of the New Shenyang-Baihe High-Speed Railway Sbln-tj-2~5 and SBJL-TJ-2~8 Bid Sections" was officially released.
The Shenbai high-speed railway is a new project planned by the State Railway Group in 2020. The project is expected to officially start construction in June, with a construction period of 4.5 years, and be completed in September 2025.
ChaolingKe has resumed work on February 20 and strives to open operations in July. The Shenbai high-speed railway strives to start construction of the entire project by July 1. The preliminary work of the Taoxian Airport section of the Shendan Railway is progressing smoothly to ensure that the project starts within the year. The expansion and transformation project of the Phoenix City to Jinshan Bay section of the Shendan Railway is expected to be completed and opened to traffic by the end of this year. The construction of the railway from Yingkou Area to Bayuquan in the Liaoning Pilot Free Trade Zone has been steadily advancing.
The Shenbai high-speed railway is an auxiliary channel in the northeast-north rapid railway corridor, an important part of the Shenyang-Jiamusi high-speed railway corridor, the main passenger passage in the eastern part of the northeast, a passenger railway that takes into account medium and long-distance, intercity and tourism, and is an important component of the national rapid railway network. The project design speed target value is 350km/h, and the total investment of the project is 71.59 billion yuan.

The new Shenyang-Baihe railway is located in the eastern part of Liaoning Province and the southern part of Jilin Province in the northeast region of China, passing through six prefecture-level administrative districts along the route, including Shenyang City, Fushun City, Tonghua City, Baishan City, Yanbian Autonomous Prefecture and Changbaishan Management Committee. The line leads from Shenyang North Railway Station, parallels the Shenji Railway and Shenji Expressway passage into Fushun North Railway Station, then reaches the territory of Jilin Province through Xinbin County of Fushun City, sets up Tonghua West Railway Station in the northwest of Tonghua City, goes east to Baishan City to set up Baishan East Station, and then passes through Jiangyuan District of Baishan City and Fusong County, introduces the existing Songjianghe Station, and after leaving the station, passes through Antu County and ChangbaiShan Management Committee, and connects to Changbaishan Station of Jiandunbai Railway.

In addition, the Shenyang hub, the existing line in Tonghua area, the existing Hunbai line at Baishan East Station, the existing line outside Songjianghe Station, and the relocation project of Tonghua Station will be reconstructed or newly built.
