And the truth of the incident is even more surprising. It is not the building that "visually collapses", but the scaffolding. In other words, in order to obtain a pre-sale permit, the Greentown Chunlai Xiaoyuan project partially set up scaffolding from the original 3 floors of construction to 6 floors, and carried out pouring surface treatment to meet the image progress requirements.

On July 9, the Jinan Municipal Bureau of Housing and Urban-Rural Development issued a notice of relevant penalties. Notify the municipal administrative examination and approval department to suspend the application for the pre-sale license of the development enterprise (Jinan Antou Industrial Investment Co., Ltd.); order the development enterprise to suspend the sale of the A-14 plot project in the first phase of the Second Phase of Xueshan; deduct 30 points from the credit score of the development enterprise; and increase the construction permit number of the first phase of the Xueshan Phase II A-14 plot project as the building within the 370112202102220101 range, and the progress of the pre-sale permit image is increased from 6 floors to 12 floors; and the retention ratio of the pre-sale supervision fee of the project is increased by 10%.

Regarding the collapse of the scaffolding in Chunlai Xiaoyuan, on the morning of July 8, the project developer Jinan Antou Industrial Investment Co., Ltd. (hereinafter referred to as "Antou Industrial") issued an announcement that on June 28, 2021, the single core of the project company's 1# building west was constructed to the 3rd floor, which did not meet the forensic requirements, so the scaffolding was set up to the 6th floor in the west unit, and the pouring surface treatment was carried out to meet the image progress requirements to obtain the pre-sale license of the 1# building. On June 30, 2021, the extremely windy weather in Jinan caused the scaffolding of the 1# building to collapse, and the responsible person of the project company rushed to the scene for treatment at the first time, and there were no casualties at the scene.

According to industrial and commercial information, Jinan Antou Industrial Investment Co., Ltd. is 45% owned by Shandong Greentown Investment and Real Estate Co., Ltd., which is a regional company wholly owned by Greentown Group.

On June 28th, Building 1, which is planned to be planned on the 27th floor of Chunlai Xiaoyuan, got a pre-sale certificate. According to Jinan's 12 measures to respond to the epidemic and ensure the orderly construction of urban and rural areas in February last year, the pre-sale image progress of high-rise buildings was adjusted from not less than 12 floors above ground to not less than 6 floors above ground.

The staff of Jinan Municipal Administrative Examination and Approval Service Bureau recently responded to a media interview and said: "We are the approval department, he provides materials, we will issue pre-sale certificates." It is reported that starting from January 2020, when the jinan commercial housing pre-sale certificate is issued, the construction progress of the project requires on-site investigation and the implementation of the notification commitment system. In accordance with the provisions of Article 69 of the Administrative Licensing Law of the People's Republic of China and Article 15 of the Measures for the Administration of Pre-sale of Urban Commercial Housing (Decree No. 131 of the Ministry of Construction), after research, it was decided to revoke the pre-sale permit for commercial housing in Building 1# of The First Phase of Xueshan Phase II Sale of Land A-14 (No. 2021516). At the same time, according to the relevant provisions of the notification and commitment system, the enterprise's qualification to handle the engineering construction approval procedures through the notification commitment is cancelled.

As the new leadership team is pushed to the front, Greentown continues to accelerate its own scale expansion. On March 25 this year, the Xi'an Municipal Housing and Construction Bureau reported that the night construction of the Ningbo Greentown Zhixiang gx05-01-13 plot site produced noise pollution and was punished with an administrative penalty of 10,000 yuan. After investigation, the major shareholder of Greentown Zhixiang gx05-01-13 plot project is Greentown Real Estate Group Co., Ltd.

On April 15 this year, according to the Peninsula Metropolis Daily, the construction site of the Greentown Ideal City A-2-2 plot project built by Qingdao Greentown Huachuan Real Estate Co., Ltd. has an imperfect dual prevention system construction, scaffolding is not erected according to the norms and the pulling node is insufficient, and the fire fighting equipment is insufficient. On April 12, the Municipal Bureau of Housing and Urban-Rural Development issued a warning to Qingdao Greentown Huachuan Real Estate Co., Ltd. and fined it 30,000 yuan. According to the data of Tianyancha, as of now, Qingdao Greentown Huachuan Real Estate Co., Ltd. has 14 administrative punishment records.

At the 2018 Boao Real Estate Forum, Li Jun, then chairman of Greentown Real Estate Construction Management Group, said bluntly, "What you bought in the past two years may be the worst house in the country." He believes that the situation forces developers to carry out fast turnover, cost control, and lower standards, and the quality of housing is getting worse and worse, and next year may usher in the peak period of complaints and rights protection in China's real estate industry.
