The meeting reported the epidemic prevention and control situation in Huaiyin District, and on the recent epidemic prevention and control work, Chen Zhang stressed that first, it is necessary to firmly grasp the awareness of prevention and control. Continue to lift the spirit, prevent micro-gradualism, and pay close attention to solid work. Strengthen the investigation of personnel with recent travel history and itinerary history in key areas, and do a good job of monitoring and control. Strengthen publicity and education, advocate that personnel in Huaihuai should not leave Huaihuai unless necessary, and do a good job of protection; second, we must implement the measures of "external prevention of imports.". Strictly implement the closed-loop management of the whole process of nucleic acid detection, transfer and diversion, isolation and observation of home health monitoring of inbound personnel. Strictly implement personal protection and closed-loop management of high-risk personnel, and supervise and do a good job of protection. Strictly implement the detection and disinfection of imported high-risk goods and environments, and strengthen the construction and management of centralized supervision warehouses for imported cold chain food; third, we must improve the construction of emergency capacity reserves. Accelerate the improvement of emergency response capabilities, further strengthen the construction of the circulation team, improve the community epidemic prevention and control work system, improve the dynamic screening work mechanism for personnel in epidemic-related risk areas, strengthen nucleic acid testing capacity building, optimize and refine the "collection, delivery, inspection, and reporting" process, and ensure that once necessary, all nucleic acid testing tasks can be completed in high quality within the specified time.
The meeting agreed in principle to clean up the relevant normative documents issued before October 31, 2021. Chen Zhang pointed out that carrying out the clearance of normative documents is an inevitable requirement for building a government based on the rule of law, and it is also a practical need for comprehensively promoting administration according to law. The District Bureau of Justice should strengthen communication and contact with various departments, further verify the relevant materials of the documents to be cleaned up, and improve the quality of the cleanup; it is necessary to promptly update and publish the current catalog of effective normative documents, effectively safeguard the unity of the rule of law, and promote the construction of a rule of law government in Huaiyin District.
